FromJunetoSeptemberKolkatacangettorrentialrains,anditsdrainage
systemdoesn’tneedtorrentialraintobeginbackingup.Residentswhofavoratouch
ofhyperbolesaythatinKolkata“ifastraycatpees,there’saflood.”Duringmystay
itoncerainedforabout48hours.Entireneighborhoodscouldn’tbereachedby
motorizedvehicles,andthenewspapersshowedpicturesofrickshawsbeingpulled
throughwaterthatwasuptothepullers’waists.Whenit’sraining,thenormal
customerbaseforrickshawpullersexpandsgreatly,asdoesthepriceofajourney.A
writerinKolkatatoldme,“Whenitrains,eventhegovernortakesrickshaws.”
WhileIwasinKolkata,amagazinecalledIndiaTodaypublisheditsannual
rankingofIndianstates,accordingtosuchmeasurementsasprosperityand
infrastructure.AmongIndia’s20largeststates,Biharfinisheddeadlast,asithasfor
fourofthepastfiveyears.Bihar,acouplehundredmilesnorthofKolkata,iswhere
thevastmajorityofrickshawpullerscomefrom.OnceinKolkata,theysleeponthe
streetorintheirrickshawsorinadera—acombinationgarageandrepairshopand
dormitorymanagedbysomeonecalledasardar.Forsleepingprivilegesinadera,
pullerspay100rupees(about$2.50)amonth,whichsoundslikeaprettygooddeal
untilyou’vevisitedadera.Theygrossbetween100and150rupeesaday,outof
whichtheyhavetopay20rupeesfortheuseoftherickshawandanoccasional75
ormoreforapayoffifapolicemanstopsthemfor,say,crossingastreetwhere
rickshawsareprohibited.A2003studyfoundthatrickshawpullersarenearthe
bottomofKolkataoccupationsinincome,doingbetterthanonlytheragpickersand
thebeggars.Forsomeonewithoutlandoreducation,thatstillbeatstryingtomakea
livinginBihar.
TherearepeopleinKolkata,particularlyeducatedandpoliticallyawarepeople,
whowillnotrideinarickshaw,becausetheyareoffendedbytheideaofbeing
pulledbyanotherhumanbeingorbecausetheyconsideritnotthesortofthing
peopleoftheirstationdoorbecausetheyregardthehand-pulledrickshawasarelic
ofcolonialism.Ironically,someofthosepeoplearenotenthusiasticaboutbanning
rickshaws.TheeditoroftheeditorialpagesofKolkata’sTelegraph—Rudrangshu
Mukherjee,aformeracademicwhostillwriteshistorybooks—toldme,forinstance,
thatheseeshumanitarianconsiderationsascomingdownonthesideofkeeping
hand-pulledrickshawsontheroad.“Irefusetobecarriedbyanotherhumanbeing
myself,”hesaid,“butIquestionwhetherwehavetherighttotakeawaytheir
livelihood.”Rickshawsupporterspointoutthatwhenitcomestodemeaning
occupations,rickshawpullersarehardlyuniqueinKolkata.
WhenIaskedonerickshawpullerifhethoughtthegovernment’splantorid
thecityofrickshawswasbasedonagenuineinterestinhiswelfare,hesmiled,with
aquickshakeofhishead—agestureIinterpretedtomean,“Ifyouaresonaiveasto
supposedlybeingscaledbackatthebeginningofthemodernizationdrive,stillclog
thesidewalks,sellingabsolutelyeverything—or,asIfoundduringthe48hoursof
