ThiseditionofNFPA850,RecommendedPracticeforFireProtectionforElectricGeneratingPlantsandHighVoltageDirectCurrentConverterStations,waspreparedbytheTechnicalCommitteeonElectricGeneratingPlantsandactedonbytheNationalFireProtectionAssociation,Inc.,atitsNovemberMeetingheldNovember14-17,1999,inNewOrleans,LA.ItwasissuedbytheStandardsCouncilonJanuary14,2000,withaneffectivedateofFebruary11,2000,andsupersedesallpreviouseditions.
ThiseditionofNFPA850wasapprovedasanAmericanNationalStandardonFebruary11,2000.
OriginandDevelopmentofNFPA850
TheCommitteeonNon-NuclearPowerGeneratingPlantswasorganizedin1979tohaveprimaryresponsibilityfordocumentsonfireprotectionfornon-nuclearelectricgeneratingplants.Begunearlyin1980,thefirsteditionofNFPA850wasofficiallyreleasedin1986astheRecommendedPracticeforFireProtectionforFossilFueledSteamElectricGeneratingPlants.
ThesecondeditionofNFPA850wasissuedin1990undertherevisedtitleofRecommendedPracticeforFireProtectionforFossilFueledSteamandCombustionTurbineElectricGeneratingPlants.ThissecondeditionincorporatedanewChapter6ontheidentificationandprotectionofhazardsforcombustionturbines.
In1991thecommitteechangeditsnametotheTechnicalCommitteeonElectricGeneratingPlants.Thissimplifiednamewasmadetoreflectthecommittee’sscopetocoveralltypesofelectricgeneratingplantsexceptnuclear.
The1992editionofNFPA850incorporatedanewChapter7onalternativefuelelectricgeneratingplants.Aspartofthesechanges,thedocumenttitlewasrevisedtotheRecommendedPracticeforFireProtectionforElectricGeneratingPlants.Variousothertechnicalandeditorialchangeswerealsomade.
The1996editionofthestandardaddedanewChapter8onfireprotectionforhighvoltagedirectcurrent(HVDC)converterstations.Inaddition,thetitlewaschangedtoRecommendedPracticeforFireProtectionforElectricGeneratingPlantsandHighVoltageDirectCurrentConverterStationstoincorporatethenewchapter.
The2000editionrevisedtheapplicationofthedocumenttoapplytoexistingfacilities,asitisagoodindustrypractice.Chapter2wasreorganizedtobespecifictoafireriskcontrolprogram.Thedocumentalsoclarifiesthatasinglewatertankisnotareliablewatersupply,thespacingofhydrants,andlock-outoffivesuppressionsystems,andadditionalrequirementswereaddedforwatermistfiresuppressionsystems.

Chapter1Introduction
1-1Scope.
Thisdocumentprovidesrecommendations(notrequirements)forfirepreventionandfireprotectionforelectricgeneratingplantsandhighvoltagedirectcurrentconverterstations,exceptasfollows:
nuclearpowerplantsareaddressedinNFPA803,StandardforFireProtectionforLightWaterNuclearPowerPlants;andhydroelectricplantsareaddressedinNFPA851,RecommendedPracticeforFireProtectionforHydroelectricGeneratingPlants.
1-2Purpose.

Thisdocumentispreparedfortheguidanceofthosechargedwiththedesign,construction,operation,andprotectionoffossilfueled(i.e.,coal,gas,oroil)oralternativefueled(i.e.,municipalsolidwaste,refusederivedfuel,biomass,rubbertires,andothercombustibles)steamelectricgeneratingplants,combustionturbineandinternalcombustionengineelectricgeneratingplants,andhighvoltagedirectcurrentconverterstations.

Thisdocumentprovidesfirepreventionandfireprotectionrecommendationsforthesafetyofconstructionandoperatingpersonnel,thephysicalintegrityofplantcomponents,andthecontinuityofplantoperations.

Nothinginthisdocumentisintendedtorestrictnewtechnologiesoralternativearrangements.
1-3Application.
1-3.1
Thisdocumentisintendedforusebypersonsknowledgeableintheapplicationoffireprotectionforelectricgeneratingplantsandhighvoltagedirectcurrentconverterstations.
1-3.2
Therecommendationscontainedinthisdocumentareintendedfornewinstallations,astheapplicationtoexistinginstallationsmightnotbepracticable.However,therecommendationscontainedinthisdocumentrepresentgoodindustrypracticeandshouldbeconsideredforexistinginstallations.
1-3.3
Itshouldberecognizedthatrigiduniformityofgeneratingstationdesignandoperatingproceduresdoesnotexistandthateachfacilitywillhaveitsownspecialconditionsthatimpactonthenatureoftheinstallation.Manyofthespecificrecommendationshereinmightrequiremodificationafterdueconsiderationofalllocalfactorsinvolved.
1-4Definitions.
1-4.1AlternativeFuels.Solidfuelssuchasmunicipalsolidwaste(MSW),refusederivedfuel(RDF),biomass,rubbertires,andothercombustiblesthatareusedinsteadoffossilfuels(gas,oil,orcoal)inaboilertoproducesteamforthegenerationofelectricalenergy.
1-4.2*Approved.Acceptabletotheauthorityhavingjurisdiction.
1-4.3*AuthorityHavingJurisdiction.Theorganization,office,orindividualresponsibleforapprovingequipment,materials,aninstallation,oraprocedure.
1-4.4Barrier,Fire.Acontinuousmembrane,eitherverticalorhorizontal,suchasawallorfloorassembly,thatisdesignedandconstructedwithaspecifiedfireresistanceratingtolimitthespreadoffireandthatwillalsorestrictthemovementofsmoke.Suchbarrierscanhaveprotectedopenings.
1-4.5Biomass.Aboilerfuelmanufacturedbymeansofaprocessthatincludesstoring,shredding,classifying,andconveyingofforestandagriculturalbyproducts(e.g.,woodchips,ricehulls,sugarcane).
1-4.6Combustible.Anymaterialthatdoesnotcomplywiththedefinitionofeithernoncombustibleorlimitedcombustible.
1-4.7CombustibleLiquid.Aliquidhavingaflashpointatorabove100°F(37.8°C).(SeeNFPA30,FlammableandCombustibleLiquidsCode.)
1-4.8FireLoading.Theamountofcombustiblespresentinagivenarea,expressedinBtu/ft2(kJ/m2).
