Abstract:
Thecurrentpowerindustryasanationalmonopoly,anditsoperatingconditionsrelatedtothedevelopmentofnationalindustries,andevenraisingthelevelofnationallife.Thepowerofthepartiesinvolvedinconstructionprojectshaveanurgentneedtoestablishaglobalbusiness-orientedthinking,fromthemanagementphilosophyonstrengtheningtheconstructionprojectmanagement,andwithinternationalpractice.Thispaperanalyzesthepowerofprojectmanagementaswellasseveralcommonmodelsofelectricpowerconstructionprojectmanagementcontent,principles,characteristics,andprojectmanagementinChinaintheapplication.

Basically,China’selectricpowerinfrastructuremarkethasbeentheexclusivemonopolyofthenationalpowersystem,allelectricityinfrastructureprojectsmainlybytheelectricpowersysteminfrastructurewithintheenterprisetocompeteWiththedeepeningofChina’selectricpowermanagementsystem,powerinfrastructureprojectswillbeforthewholecountryandevenWorldtender,fiercemarketcompetitionhasbeenplacedinfrontofallinfrastructurecompaniespresent,themajorityofelectricitycompaniestopromoteinfrastructureconstructionprojectmanagementsystem,andachievedcertainresultscanbesaidthat,afterseveralyearsofdevelopment,Chinaandraisethelevelofelectricpowerconstructionfortherealizationofpowerconstructionmanagementandinternationaladvancedlevelofthefoundation.
First,thedevelopmentofpowerengineeringprojectmanagement,constructionprojectmanagement,industrialcountrieshaveexperiencedsimilarandourcountrythesameway,butinvestorsinthesecountriesbecausethecostsandtheimmediatepastexperience,awareoftheirearlycapacitylimitations,longbegantoturntotechnicalexperts,decision-makingfromtheproject,projecttoprojectasmuchaspossibletoimproveboththewisdomandexperienceoftheuseofexperts,whichgreatlyimprovedthespeedofdevelopmentofprojectmanagementwiththaneverbefore,ourqualityofprojectmanagementhasbeengreatlyimproved.
Withtheinternationaladvancedprojectmanagement,China’selectricpowerconstructionprojectmanagementofconstructionenterpriseshasitsowncharacteristicsintoday’selectricpowerinfrastructureconstructionenterprises,thebasicuseofthefollowingmanagement:
theConstructionBudgetcostcontrolmode;toconstructionFigurebudgetcontrolpeople,materials,machineresourceconsumptionpatterns;toelectricityinfrastructurecompanies‘internalscale’preparationoftheconstructionbudget,theprojectcostcontrolmode;othermanagement.
Second,thecurrentpowerproblemsinprojectmanagementintroductionprojectmanagementinallwalksoflifehavethecurrent,projectmanagementapplicationinthefieldofpowerconstructionalsogreatlyimprovedtheefficiencyofprojectmanagement,but,duetotherelativelylatestartofprojectmanagement,inalsoneedstobeimprovedinmanyaspects.
Admittedly,althoughthedomestichydropower,thermalpowerconstructionintheoveralllevelhasbeensignificantlyimproved,butweshouldclearlyrecognizethat,withtheinternationaladvancedlevel,China’spowerconstruction,therearestillmanydeficienciesandgaps,andweshouldcorrectRecognizingtheseproblems,accordingtotheauthorformanyyearsinthepowercompanyexperience,theprojectmanagementproblemssummarizedasfollows:
non-standardprojectmanagement,projectleaderandsomeseriousconfusionofpowermanagement,investorstherelationshipbetweentheprojectowner,destroyedtheconstructionresponsibilities,rightsandinterestsoftheunityandintegrity;safetyfoundationisnotstrong,andsomeconstructionprojectlegalandcorporateresponsibilityforfailuretoimplementsafetymanagement,safetymanagementsystems,andinadequatesafetyequipment,therearestillmanyaccidents;processquality,andsomeoftheconstructionprocessandsitemanagementandthelegalpersonhasnotcausedenoughattentiontotheconstructionbusiness.constructionofenterprisesysteminnovationisnotenough,managementfoundationisweak,intensivemanagementofverylow,poortechnicalequipment,theinternalmanagementmechanismisnotactive,theapplicationofmodernmanagementmethodslowerlevel;constructionofasinglebusinessfunction,structuralconvergence,complementarityisnotstrong,businessisasurplus,theelectricpowerconstructionmarketprotectionseriously,seriouslyhinderedtheenterprisebetweenfaircompetition;managementphilosophy,managementideas,thequalityofmanagementandstafftobefurtherimproved.
