Iamhonoredtoreceivethisdegree.Andonbehalfoftheotherhonorees,Isaythankyou.Thankyouforgivingusthissingularprivilegeofbeingpartofthiscommencementceremony.AsIlookoutatthishugecrowdofgraduates,family,andfriends,Icanonlyreflectonwhatanextraordinarymomentinhistoryyouarereceivingyourdegrees,amomentintimeofourcountryandtheworldwhereyourtalentsandyourenergy,yourpassionandcommitmentismoreneededthanever.Thereisnodoubtthatyouarewellpreparedforaworldthatseemssomewhatuncertainbutwhichwillwelcometheeducationthatyouhavereceivedonbehalfofnotonlyofyourselvesandyourfamilies,butyourcommunitiesandyourcountry.
AsSecretaryofState,Iamwellawareofthechallengesthatweface.You,asnewgraduates,andyourgenerationwillbeupagainstthosechallenges:
climatechangeandhunger,extremepovertyandextremeideologies,newdiseasesandnuclearproliferation.ButIamabsolutelyconvincedthatyouandweareuptothetask.ThereisnoproblemwefacehereinAmericaoraroundtheworldthatwillnotyieldtohumaneffort,tocooperation,topositiveinterdependencethatmakesclearhumanityisgoingon,ourchallengesareonesthatsummonthebestofus,andwewillmaketheworldbettertomorrowthanitistoday.(Applause.)
Now,Iknowthatitisfashionableincommencementspeechestobeidealistic,andthatmaysoundso,butattherootofmyconvictionisastrongsenseofreality.Becauseyousee,Idon’tthinkwehaveachoice.Wecansitonthesidelines,wecanwringourhands,wecanretreatintocynicism,andweknowwhattheresultswillbe:
Wewillcedethefieldtothosewhoseideologiesareabsolutelyanathematopeopleofconscienceandfaithallovertheworld.Soourpositiveinterdependence,whichisafact,willprepareustomeetthesechallenges.Buttheycannolongerbeseenjustasgovernment-to-government.Thereisatimeandanopportunity,andwiththenewtechnologiesavailable,forustobecitizendiplomats,citizenactivists,tosolveproblemsonebyonethatwillgiveintohardwork,patience,andpersistence,andwillthenaggregatetothesolutionsweseek.
Now,Iknowwecannotsendaspecialenvoytonegotiatewithapandemic,orcallasummitwithcarbondioxide,orseverrelationswiththeglobalfinancialcrisis.Toconfrontthesethreatsandtoseizetheopportunitiesthattheyalsopresent,weneedtobuildnewpartnershipsfromthebottomup,andtouseeverytoolatourdisposal.Thatistheheartofsmartpower.Butsmartpowerrequiressmartpeople,peoplewhohavegonethedistancefortheireducation,whohaveopenedthemselvesuptothisincreasinglycomplexandinterconnectedworld,andthischanginggloballandscaperequiresustoexpandourconceptofdiplomacy.
Now,whenIwasgraduatingsomanyyearsago,diplomacywasthedomainofprivilegedmenworkingbehindcloseddoors.Today,ourdiplomatsarenotlimited,andourdiplomacyisnolongerconfinedtotheStateDepartmentorourembassies.Wearelayingthefoundationfor21stcenturystatecraft.Where?
IntheclassroomsofNYU,intheboardroomsofthebusinessesofthisgreatcity,inthehallsofacademia,intheoperatingroomsofourgreathospitals.Wearelookingforthosepersonalcommitmentsandconnections,andthatiswhereallofyoucomein.
Thebiggestchallengeswefacetodaywillbesolvedbythe60percentoftheworld’spopulationundertheageof30.Andalready,youngpeople,likeallofyou,areusingtheirtalentsandingenuitytohelpfashiontheirownbrandofserviceanddiplomacy.
Afewexamples:
InthenationofColombia,twoyoungcollegegraduates,fedupwiththeviolenceintheircountry,usedFacebooktoorganize14millionpeopleintothelargestantiterrorismdemonstrationsinthehistoryoftheworld.(Applause.)Inafewshortweeks,theirpeacefuleffortsdidasmuchdamagetotheterroristnetworksasyearsofmilitaryaction.
IknowthatoneofyourgraduatesspentmonthsontheslopesofMountKilimanjarosearchingforsustainabledevelopmentmodelstobringtowomenandfamiliesandhelpthemliftthemselvesoutofpoverty.AnotherofyourclassmateswasstudyinginChinalastyearwhenthedevastatingearthquakestruck,andthathasledtoworkeversincetodeliversuppliesandassistancetovillagersinremoteareas.InternationalstudentshavegoneontofightforhumanrightsinRwanda,buildcivilsocietyinthenationofGeorgia,runbusinesses,andleadgovernments.Andmanyofyou,Iknow,usedsocialnetworkingplatformstomakeBarackObamathePresidentoftheUnitedStatesofAmerica.(Applause.)
PresidentObamaandIdeeplyunderstandhowimportantitisfortheyoungpeopleofourcountry,buttheyoungpeopleofeverycountry,tobegiventheopportunitytotranslateyourbeliefsandidealsintoserviceandaction,justasJohnKennedydidwhenhecreatedthePeaceCorpsandasPresidentBillClintondidwhenhecreatedAmeriCorps.Thisisinthetraditionofcitizenservice.(Applause.)
Soweneedtofigureoutwaystoprepareallofourinstitutionsofgovernment,includingandespeciallytheStateDepartment,toharnesstheeffortsofthosewhodonotentertheForeignServicebutstillengageinyourowntypeofforeignservice.OurStateDepartmentpersonnelareskilled,dedicated,passionate,andeffective.Andforthoseofyoustilllookingforjobs,wearehiringanewgenerationofdiplomats.(Applause.)
IhopemanyofyouwilljoinourranksintheForeignServiceandtheCivilService,butIknowthatnotallwillchoosetobecomeprofessionaldiplomats,andIalsoknowthattheStateDepartmentalonecannottacklethesegreatproblems.Somymessagetoyoutodayisthis:
Bethespecialenvoysofyourideals;
usethecommunicationtoolsatyourdisposaltoadvancetheinterestsofournationandhumanityeverywhere;
becitizenambassadorsusingyourpersonalandprofessionallivestoforgeglobalpartnerships,buildonacommoncommitmenttosolvingourplanet’scommonproblems.Bycreatingyourownnetworks,youcanextendthepowerofgovernmentstomeettheneedsofthisandfuturegenerations.Youcanhelplaythegroundworkforthekindofglobalcooperationthatisessentialifwewish,inourtime,toendhungeranddefeatdisease,tocombatclimatechange,andtogiveeverychildthechancetoliveuptohisorherGod-givenpotential.(Applause.)
Thisstartswithopportunitiesforeducationalexchanges,thekindofdormroomandclassroomdiplomacythatNYUisleadingon.Iwanttocommendmyfriend,yourpresident,thetrusteesofthisgreatuniversity,forunderstandingandbelievingintheimportanceofeducationalexchanges.
Youknow,studyabroadislikespringtrainingforthiscentury.Ithelpsyoudevelopthefundamentals,theteamwork,andthedeterminationtosucceed.AndwewantmoreAmericanstudentstohavethatopportunity.That’swhyweareincreasingfundingforGilmanscholarshipsbymorethan40percent.Morethan400NewYorkershaveusedGilmanscholarshipstospendasemesterabroad,includingninestudentsfromNYUlastyear.
Now,ofcourse,studyabroadisatwo-waystreet,andweshouldbringmorequalifiedstudentsfromothercountriestostudyhere.NYUprovidesaprimeexampleofwhatinternationalstudentscanbringtoacampusandhowtheycanbenefitthemselvesandtheircountries.Over700,000internationalstudentscametotheUnitedStateslastyear,andNYUhadthesecondlargestnumberofanyschoolinthecountry.(Applause.)
Now,thebenefitsfromsuchexchangesaresogreatthatIamcommittedtostreamlinethevisaprocess–(applause)–particularlyforscienceandtechnologystudentssothatevenmorequalifiedstudentswillcometoourcampusesinthefuture.We’realsodoingmoretomarrytechnologywithglobalservice.That’swhytodayIampleasedtoannouncethatoverthenextyeartheStateDepartmentwillbecreatingVirtualStudentForeignServiceInternshipstoharnesstheenergyofarisinggenerationofcitizendiplomats.Workingfromcollegeanduniversitycampuses,Americanstudentswillpartnerwithourembassiesabroadtoconductdigitaldiplomacythatreflectstherealitiesofthenetworkedworld.AndyoucanlearnmoreaboutthisinitiativeontheStateDepartment’swebsite.
ButIknowthatyoudon’thavetowaitforustocreateanewprogram.Whenyougohometoday,goonlineandfindthewebsitecalledKiva,K-i-v-a,whereyoucanhelpsomeonelikeSanMa,amotherinVietnamwhoisseekingamicrocreditloantobuyriceseedandfertilizerforherfamilyfarm;
orlogontoHeiferInternational’ssite,andforlessthanthecostofadinnerout,youcandonateaflockofgeesetoahungryfamilyinAsiaorAfrica;
orhelpWangariMathai’sGreenBeltmovementinplantingtreesandoffsettingcarbonemissionsandempoweringwomeninAfrica.
Now,supportingtheseprojectsandotherslikethemdoesn'
trequirealotoftimeormoney.Butforthepeopleyouhelpandtheplanetyouprotect,yourparticipationcanbenotjustagamechanger,butalifechanger.Globalservicealsomeanspromotinggoodgovernance.Weneedinformedcitizens,bothhereathomeandaroundtheworld,toholdtheirgovernmentsaccountableforgettingresultsandfindingsolutions.
Andthisisnotonlydirectedatthegraduatestoday,buttherearealotofproudmothersandfathersandhusbandsandwivesandgrandparentsandchildrenandothe
