OnDecember14th,universityresearcherswereduetofindoutwhattheircolleaguesreallythoughtaboutthem,withthepublicationoftheresultsofafive-yearlyassessmentofresearch.Sincemoneydependsontheresults,everybodyiswatchingkeenly.
Theresultsdivideresearchintowhatisworld-classandwhatisnot.TheyshowthatBritishresearch,rankedamongthebestintheworld,hasfurtherimprovedsinceitwaslastexamined.Morethanhalfofresearchersarebassedindepartmentscontainingworkofinternationalexcellence,comparedwithathirdin1996.
Britainnowranksfirstintheworldintermsofthenumbersofpublicationsandcitations.Six
yearsago,British-basedresearcherswrote11%ofthemostfrequentlycitedpapers;
thatfigurehassincerisento18%.Despitesuchtributesfromtheirpeers,manyacademicsstillarguethatmoredoesnotnecessarilymeanbetter.Academicsmayrushworkintoprintmerelytomeettheartificialdeadlineofthefiveyearcycle,ratherthanspendlongerproducingthesortofgreatmagnumopusthatusedtodistinguishdisciplinessuchhistoryandEnglish.
Partoftheimprovedperformanceisduetouniversitiesplayinggamestomaximizetheirresearchincome.Universitiesincludedonlytheirtopresearchersinthisyear'
sexercise,inordertokeeptheiraveragemarksup.Evenso,thereisnodoubtthatmuchoftheimprovementisgenuine.Afterthe1996exercise,universitieswerestungbycriticismthatBritishjudgesweredeeminguniversitydepartmentstobeinternationallyexcellentwithoutcanvassingopinionfromoutsideBritain.Thistime,internationalopinionwassoughtand,inallbut3%ofcases,itconfirmedthejudgmentoftheBritishpanels.
Thedramaticimprovementhastakenthegovernmentbysurprise.Itusestheresultstodeterminehowitspends£1.4billion($2billion)eachyear,discriminatingbetweenexcellentresearch,whichitrewards,andlessimpressivework,whichitdoesnot.Thebillforrewardingtheimprovementis£200millionandnomoneyhasbeensetasideforpayingit.MargaretHodge,theministerforhighereducation,hastolduniversitiesthattheymustlivewithintheoriginalbudget.
Thatuniversityresearchhasflourishedduringatimewhenthepublicfundingforhighereducationhasnotkeptpacewiththeexpansioninstudentnumbersisatestamenttotheimportanceofresearchtouniversities.Aseparatestudyhasfoundthatuniversitiesusethemoneywhichoverseasstudentspayintuitionfeestosubsidizeresearch.Itisnocoincidencethatthoseproducingthebestresearchalsohaveahighproportionofoverseasstudents.Kudosandcashgohandinhand.
