TheWorldHeritageCommitteemeetsonceayear,andconsistsofrepresentativesfrom21oftheStatesPartiestotheConventionelectedbytheirGeneralAssembly.Atitsfirstsession,theCommitteeadopteditsRulesofProcedureoftheWorldHeritageCommittee.

TheCommitteeisresponsiblefortheimplementationoftheWorldHeritageConvention,definestheuseoftheWorldHeritageFundandallocatesfinancialassistanceuponrequestsfromStatesParties.IthasthefinalsayonwhetherapropertyisinscribedontheWorldHeritageList.TheCommitteecanalsodeferitsdecisionandrequestfurtherinformationonpropertiesfromtheStatesParties.ItexaminesreportsonthestateofconservationofinscribedpropertiesandasksStatesPartiestotakeactionwhenpropertiesarenotbeingproperlymanaged.ItalsodecidesontheinscriptionordeletionofpropertiesontheListofWorldHeritageinDanger.

TheBureauconsistsofsevenStatesPartieselectedannuallybytheCommittee:
aChairperson,fiveVice-Chairpersons,andaRapporteur.TheBureauoftheCommitteecoordinatestheworkoftheCommitteeandfixesthedates,hoursandorderofbusinessofmeetings.TheelectionofthenewBureauwilltakeplaceattheendofthenextoftheWorldHeritageCommittee.

stermofofficeisforsixyears,butmostStatesPartieschoosevoluntarilytobeMembersoftheCommitteeforonlyfouryears,inordertogiveotherStatesPartiesanopportunitytobeontheCommittee.
AllMemberselectedatthe15thGeneralAssembly(2005)havevoluntarilydecidedtoreducetheirperiodoftermofofficefromsixtofouryears.

Whatisapositionpaper?
Apositionpaperisashort2-3page,singlespaced,essaythatdetailsacountry’spositiononthetopicsthatwillbediscussedintheirrespectivecommittee.Apositionpaperisdesignedtohelppreparethedelegatefortheconferencebyclearlyorganizingtheirassignedcountry’spositiononthetopicsathand.
Whatshouldbeinapositionpaper?
Likeanyessay,thefirstparagraphshouldbeginwithanintroduction.Inthiscase,theintroductionwillbrieflyintroducethecountryandtheirhistoryinrelationtothecommittee.Delegatesareadvisedtonotspendtoomuchtimeonthisportionofthepositionpaper.
Thebodyofthepositionpapershouldconsistofacomprehensiveanalysis,fromthepositionoftheassignedcountry,onthetopicstobediscussedinthecommittee.Thecontentofthebodyshouldinclude,butnotlimitedto,thecountry’spolicyonthecommitteetopics;
anypast,presentorfutureactionstakenbythecountry,bothdomesticallyandinternationally,concerningthetopics;
andanyproposalsthecountrywishestoseeinaresolution.
Delegatesdonotnecessarilyneedtocitesources,however,ifthedelegatechoosetousestatisticsorfigures,asimpleacknowledgmentoftheorginatingsourceisrequired.Anexampleofasimpleacknowledgmentwouldbe:

Whatformatshouldthepositionpaperbe?
Asstatedpreviously,thepositionpapershouldbe2-3pages,singlespacedinlength.Itshouldbecompletedasadigital.docfile.Therecommendedfontis12inTimesNewRoman.Furthermore,asthedelegatewillberepresentingacountry,thepositionpapermustbewritteninthirdperson.
BestPositionPaperAward:
Attheendoftheconference,eachcommitteedirectorwillawardonedelegatetheBestPositionPaperAward.Ifadelegatewishestobebestowedthishonor,itishighlyadvisabletoputasmucheffortaspossible,andsubmititontime.

Reducingtheimpactsofclimatechangeonthenaturalandculturalworldheritageproperties
Climatechangehasbecomeaworldfocus,forithascloserelationshiptomanyotherimportantissues.Climatechangehasimplicationsfornaturalandsocietalsystems(agriculture,humanhealth,forestry,andinfrastructure)includingculturalandnaturalheritage.Climatechangeimpactsmainlyinmeltingicecaps,glaciersandpermafrost,seaice,iceandsnowcover,theincreasingtemperaturesandatmosphericCO2concentrations,theinducedspeciesrangeshiftsandextinctions,causingsevereandevenpermanentdamageonterrestrialbiodiversity,ecosystemsandsocialsphere.TheUniteKingdomisevidentlyfacingthesevereimpactsofclimatechangeonthepreservationofournaturalandculturalheritages.TakeThamesRiverforexample,accordingtotheUKClimateChangeImpactsProgramme,thesealevelwillriseintheThamesestuarybetween0.26metersand0.86metershigheronaveragebythe2080sthanitwasbetween1961and1990.TheThamesBarriercangoto2025beforethe1000yearreturnfloodeventisexceeded.WorldHeritageSitemanagersneedtoengageinthewiderplanningprocessesforanewThamesBarrier,infloodmanagementplanningforLondonandindevelopmentandlanduseplanning.
Theinternationalcommunityhaslongpaidattentiontothistopic,andhasalreadymakeeffortstochangethecurrentsituation.AccordingtotheWorldheritageconvention,“EachStatePartytothisConventionrecognizesthatthedutyofensuringtheidentification,protection,conservation,presentationandtransmissiontofuturegenerationsoftheculturalandnaturalheritagereferredtoinArticles1and2andsituatedonitsterritory,belongsprimarilytothatState.Itwilldoallitcantothisend,totheutmostofitsownresourcesand,whereappropriate,withanyinternationalassistanceandco-operation,inparticular,financial,artistic,scientificandtechnical,whichitmaybeabletoobtain.”Inaddition,71countriesdeclaredthemselvestobeinterestedinparticipatinginprogramsandinitiativesaimedtoaddressClimateChangeimpactonWorldHeritagesites.50ofthosespecificallyofferedpilotsitesand11co-financingopportunities.
TheUKgovernmentisalwaysmakingeffortinmanyaspectsto.UKisalwaysworkingtoconstitutebetterenvironmentwithnaturalandsocialmethods.Forinstance,UKputforwardthenewbillonadministratinggasemissioninMarch2006,whichincludesfineevaluationcriteriaforenvironmentalprotectionandstandardizesenergyusetosomeextent.Besides,UKhasalreadybuiltanationalplatformforinformationmanagement,communication,andbuildingpublicandpoliticalsupportfordealingwitheffectsofClimateChangeaswellasforgoodcommunicationandawarenessprogrammes,toensurebettergatheringandanalysisofinformationtoidentifychangingconditionsrelatedtoclimatechangeandheritagepreservation.
UKaffirmsitsintentionofcooperatingwithothercountriesontheissueofworldnaturalandculturalheritagepreservation.UKwouldliketoutilizethepowerofinternationallegislationtocontrolclimatechange.UKwouldalsoliketooptimizetheinformation-exchangesystemamongcountriestoprovidemoreefficiencyinregionalandinternationalcooperationonrelevantissues.Indetails,UKintendstoestablishexpressgatewaystowelcomemoreefficientmethodsandworkwiththird-worldcountriesoncontrollinggasemissionandto.
Tosumup,UKisconvincedthatwiththecooperationamongcountries,theseveresituationofclimatechangewillbecontrolledandworldnaturalandculturalheritageswillbebetterpreserved.
C.Abriefoverviewoftheissue’scurrentsituation
Theunprecedentedrateofincreaseofglobaltemperaturesthathasbeenrecordedduringthe20thcenturyisthehighestinthelastmillennium.And,accordingtotheIPCC,mostofthisincreaseisattributabletohumanactivities.Theincreaseofglobalaverageatmosphericsurfacetemperatureisrelatedtothegreenhouseeffectasaconsequenceofenhancedemissionsofgreenhousegases.Increasedglobaltemperatureisjustoneoftheconsequencesoftheimpactsofhumanactivitiesontheclimaticequilibriumoftheplanet,with
