(Applause.)Thankyousomuch.Everybody,haveaseat.Itisgoodtobewithyouheretonight.Ifitwasn’tblacktieIwouldhavewornmytansuit.(Laughter.)Ithoughtitlookedgood.(Laughter.)
Thankyou,Chaka,forthatintroduction.Thankstoallofyouforhavingmeherethisevening.IwanttoacknowledgethemembersoftheCongressionalBlackCaucusandChairwomanMarciaFudgefortheiroutstandingwork.(Applause.)Thankyou,ShuaniseWashington,andtheCBCFoundationfordoingsomuchtohelpouryoungpeopleaimhighandreachtheirpotential.
Tonight,Iwanttobeginbypayingspecialtributetoamanwithwhomallofyouhaveworkedcloselywith;someonewhoservedhiscountryfornearly40yearsasaprosecutor,asajudge,andasAttorneyGeneraloftheUnitedStates:
Mr.EricHolder.(Applause.)Throughouthislongcareerinpublicservice,Erichasbuiltapowerfullegacyofmakingsurethatequaljusticeunderthelawactuallymeanssomething;thatitappliestoeverybody--regardlessofrace,orgender,orreligion,orcolor,creed,disability,sexualorientation.Hehasbeenagreatfriendofmine.HehasbeenafaithfulservantoftheAmericanpeople.Wewillmisshimbadly.(Applause.)
Thisyear,we’vebeenmarkingthe50thanniversaryoftheCivilRightsAct.WehonorgiantslikeJohnLewis--(applause);unsungheroineslikeEvelynLowery.WehonorthecountlessAmericans,somewhoareinthisroom--black,white,students,scholars,preachers,housekeepers,patriotsall,who,withtheirbarehands,reachedintothewellofournation’sfoundingidealsandhelpedtonurtureamoreperfectunion.We’veremindedourselvesthatprogressisnotjustabsorbingwhathasbeendone--it’sadvancingwhat’sleftundone.
EvenbeforePresidentJohnsonsignedtheCivilRightsActintolaw,evenasthedebatedraggedonintheSenate,hewasalreadychallengingAmericatodomoreandmarchfurther,tobuildaGreatSociety--one,Johnsonsaid,“;wherenochildwillgounfed,andnoyoungsterwillgounschooled.Wherenomanwhowantsworkwillfailtofindit.Wherenocitizenwillbebarredfromanydoorbecauseofhisbirthplaceorhiscolororhischurch.Wherepeaceandsecurityiscommonamongneighborsandpossibleamongnations.”;“;Thisistheworldthatwaitsforyou,”;hesaid.“;Reachoutforitnow.Jointhefighttofinishtheunfinishedwork.”;Tofinishtheunfinishedwork.
Americahasmadestunningprogresssincethattime,overthepast50years--evenoverthepastfiveyears.Butitistheunfinishedworkthatdrivesusforward.
Someofourunfinishedworkliesbeyondourborders.AmericaisleadingtheefforttorallytheworldagainstRussianaggressioninUkraine.AmericaisleadingthefighttocontainandcombatEbolainAfrica.AmericaisbuildingandleadingthecoalitionthatwilldegradeandultimatelydestroytheterroristgroupknownasISIL.AsAmericans,weareleading,andwedon’tshyawayfromtheseresponsibilities;wewelcomethem.(Applause.)That’swhatAmericadoes.Andwearegratefultothemenandwomeninuniformwhoputthemselvesinharm’swayinserviceofthecountrythatwealllove.(Applause.)
Sowe’vegotunfinishedworkoverseas,butwe’vegotsomeunfinishedworkrighthereathome.(Applause.)AftertheworsteconomiccrisissincetheGreatDepression,ourbusinesseshavenowcreated10millionnewjobsoverthelast54months.Thisisthelongestuninterruptedstretchofjobgrowthinourhistory.(Applause.)Inourhistory.Butweunderstandourworkisnotdoneuntilwegetthekindofjobcreationthatmeanseverybodywhowantsworkcanafindjob.
We’vedonesomeworkonhealthcare,too.Idon’tknowifyou’venoticed.ThankstotheAffordableCareAct,we’veseena26percentdeclineintheuninsuredrateinAmerica.(Applause.)AfricanAmericanshaveseena30percentdecline.And,bytheway,thecostofhealthcareisn’tgoingupasfastanymoreeither.Everybodywaspredictingthiswasallgoingtobesoexpensive.We’vesaved$800billion--(applause)--inMedicarebecauseoftheworkthatwe’vedone--slowingthecost,improvingquality,andimprovingaccess.Despiteunyieldingopposition,thischangehashappenedjustinthelastcoupleyears.
Butweknowourworkisnotyetdoneuntilwegetintomorecommunities,helpmoreuninsuredfolksgetcovered,especiallyinthosestateswherethegovernorsaren’tbeingquiteascooperativeaswe’dlikethemtobe.(Applause.)Youknowwhoyouare.Italwayspuzzlesmewhenyoudecidetotakeastandtomakesurepoorfolksinyourstatecan’tgethealthinsuranceeventhoughitdoesn’tcostyouadime.Thatdoesn’tmakemuchsensetome,butIwon’tgoononthattopic.(Applause.)We’vegotmoreworktodo.
It’seasytotakeastandwhenyou’vegothealthinsurance.(Laughterandapplause.)I’mgoingoffscriptnow,but--(laughter)--that’swhathappensattheCBC.
Ourhighschoolgraduationrateisatarecordhigh,thedropoutrateisfalling,moreyoungpeopleareearningcollegedegreesthaneverbefore.Lastyear,thenumberofchildrenlivinginpovertyfellby1.4million--thelargestdeclinesince1966.(Applause.)SinceItookoffice,theoverallcrimerateandtheoverallincarcerationratehasgonedownbyabout10percent.That’sthefirsttimethey’vedeclinedatthesametimeinmorethan40years.Fewerfolksinjail.Crimestillgoingdown.(Applause.)
Butourworkisnotdonewhentoomanychildrenliveincrumblingneighborhoods,cyclingthroughsubstandardschools,traumatizedbydailyviolence.OurworkisnotdonewhenworkingAmericansofallraceshaveseentheirwagesandincomesstagnate,evenascorporateprofitssoar;whenAfrican-Americanunemploymentisstilltwiceashighaswhiteunemployment;whenincomeinequality,ontherisefordecades,continuestoholdbackhardworkingcommunities,especiallycommunitiesofcolor.We’vegotunfinishedwork.Andweknowwhattodo.That’stheworstpart--weknowwhattodo.
Weknowwe’vegottoinvestininfrastructure,andmanufacturing,andresearchanddevelopmentthatcreatesnewjobs.We’vegottokeeprebuildingamiddleclasseconomywithladdersofopportunity,sothathardworkpaysoffandyouseehigherwagesandhigherincomes,andfairpayforwomendoingthesameworkasmen,andworkplaceflexibilityforparentsincaseachildgetssickoraparentneedssomehelp.(Applause.)We’vegottobuildmorePromiseZonespartnershipstosupportlocalrevitalizationofhard-hitcommunities.We’vegottokeepinvestinginearlyeducation.Wewanttobringpreschooltoeveryfour-year-oldinthiscountry.(Applause.)Andwewanteverychildtohaveanexcellentteacher.AndwewanttoinvestinourcommunitycollegesandexpandPellGrantsformorestudents.AndI’mgoingtokeepworkingwithyoutomakecollegemoreaffordable.BecauseeverychildinAmerica,nomatterwhosheis,nomatterwhereshe’sborn,nomatterhowmuchmoneyherparentshave,oughttobeabletofulfillherGod-givenpotential.That’swhatwebelieve.(Applause.)
SoIjustwanteverybodytounderstand--wehavemadeenormousprogress.There’salmostnoeconomicmeasurebywhichwearenotbetteroffthanwhenItookoffice.(Applause.)Unemploymentdown.Deficitsdown.Uninsureddown.Povertydown.Energyproductionup.Manufacturingback.Autoindustryback.But--andIjustlistthesethingsjustsoifyouhaveadiscussionwithoneofyourfriends--(laughter)--andthey’reconfused.Stockmarketup.Corporatebalancesheetstrong.Infact,thefolkswhoaredoingthebest,they’retheoneswhocomplainthemost.(Laughterandapplause.)Soyoucanjustpointthesethingsout.
Butwestillhavetoclosetheseopportunitygaps.Andwehavetoclosethejusticegap--howjusticeisapplied,butalsohowitisperceived,howitisexperienced.(Applause.)EricHolderunderstandsthis.(Applause.)That’swhatwesawinFergusonthissummer,whenMichaelBrownwaskilledandacommunitywasdivided.Weknowthattheunrestcontinues.AndEricspentsometimewiththeresidentsandpoliceofFerguson,andtheDepartmentofJusticehasindicatedthatitscivilrightsinvestigationisongoing.
Now,Iwon’tcommentontheinvestigation.IknowthatMichael’sfamilyisheretonight.(Applause.)Iknowthatnothinganyofuscansaycaneasethegriefoflosingachildsosoon.Buttheangerandtheemotionthatfollowedhisdeathawakenedournationonceagaintotherealitythatpeopleinthisroomhavelongunderstood,whichis,intoomanycommunitiesaroundthecountry,agulfofmistrustexistsbetweenlocalresidentsandlawenforcement.
Toomanyyoungmenofcolorfeeltargetedbylawenforcement,guiltyofwalkingwhileblack,ordrivingwhileblack,judgedbystereotypesthatfuelfearandresentmentandhopelessness.Weknowthat,statistically,ineverythingfromenforcingdrugpolicytoapplyingthedeathpenaltytopullingpeopleover,therearesignificantracialdisparities.That’sjustthestatistics.OnerecentpollshowedthatthemajorityofAmericansthinkthecriminaljusticesystemdoesn’ttreatpeopleofallracesequally.Thinkaboutthat.That’snotjustblacks,notjustLatinosorAsiansorNativeAmericanssayingthingsmaynotbeunfair.That’smostAmericans.
Andthathasacorrosiveeffect--notjustontheblackcommunity;ithasacorrosiveeffectonAmerica.Itharmsthecommunitiesthatneedlawenforcementthemost.Itmakesfolkswhoarevictimi
