Thehon.Ladyisabsolutelyrighttoraisethatissue.ASyrianbecomesarefugeeevery15seconds;insideSyria,6.8millionpeopleareinneedofhumanitarianassistance;andtheUNappealisonly44%subscribed—thereisaseriousshortageofmoney.WehaveaplanbetweennowandtheUNGeneralAssemblytoencourageothercountriestocomeforwardwithmoney,aswehavedone,andtobackupValerieAmosinhercampaigntoensureproperaccess,whichmeansincludingpriorityhumanitarianroutesintothecountry,cuttingbureaucracy,andhavinghumanitarianpausesintheconflictsotheaidcangetthrough.Shewillhaveourbackingingettingotherstosupportthat,including—potentially—inaUNSecurityCouncilresolution.

”]—butdoesthePrimeMinisterrecognisetheconcernthatunemploymentisstillrisingamongyoungpeopleandiscloseto1million,andthatthenumberofpeoplewhoareworkingparttimebutwhocannotfindafull-timejobisatrecordlevels?

First,Ithanktherighthon.GentlemanforwhathesaidaboutthisanniversaryofthosedreadfuleventsinNewYork.Ialsothankhimforwelcomingthefallinunemployment.Letmesayclearlythatofcourseitiswelcomewhenunemploymentfalls,butwestillhavealongwaytogo.AstheChancellorsaid,weareturningacorner,butweneedtobuildthisrecovery.Wemustgoonbackingbusinessesanddealingwithourdebts—theremustbeabsolutelynocomplacencyaswedoeverythingwecantoensuretherecoverydeliversforhard-workingpeople.
Letmesharetheunemploymentfigureswiththerighthon.GentlemanandfortheHouse’sbenefit.Itisgoodthatemploymentisupanother80,000thisquarter;thatunemploymentisdown24,000;andthattheclaimantcountisdown32,000justthismonth.Unemploymentisnowlowerthanitwasatthegeneralelection,andthenumberofnewnetprivatesectorjobs,whichwehavesaidwas1.3million,isnow1.4million,whichisverywelcome.
Therighthon.Gentlemanisabsolutelyrighttoraiseyouthunemployment;wedoneedtodomoretogetyoungpeoplebacktowork.Theyouthclaimantcountisdownby10,900thismonth,sothereissomegoodnews,butweneedtobuildonourworkonapprenticeshipsandworkexperience,ensurethattheyouthcontractdeliversandthatchildrenarelearningthekeyskillsatschool,andhelptogetthoseyoungpeopleintowork.

Letmejustremindtherighthon.GentlemanwhattheChancellorsaid,whichIthinkisperfectlylegitimate.HepointedoutthattheOppositiontoldusthattherewouldbenogrowthwithoutplanB.Well,wehavegrowth.Theytoldusthatunemploymentwouldgoup,notdown.Theytoldusthatgrowthofprivatesectorjobswouldnevermakeupforthelossofpublicsectorjobs.Theyhavebeenwrongoneverysingleoneofthoseissues.Ofcourseweneedtodomoretohelpwithlivingstandards,buttheonlywaytohelpwithlivingstandardssustainablyistodelivergrowthintheeconomy,andweare;tokeepinterestratesandmortgagerateslow,andweare;andtocutpeople’staxesbyraisingthepersonalallowance.AllthethingsthisGovernmenthavedone;thingshisGovernmentwouldneverdo.
