TodaywecelebratethemysteryofAmericanrenewal.Thisceremonyisheldinthedepthofwinter,butbythewordswespeakandthefacesweshowtheworld,weforcethespring.
Aspringrebornintheworld'soldestdemocracy,thatbringsforththevisionandcouragetoreinventAmerica.WhenourfoundersboldlydeclaredAmerica'sindependencetotheworld,andourpurposestotheAlmighty,theyknewthatAmerica,toendure,wouldhavetochange.Notchangeforchangesake,butchangetopreserveAmerica'sideals:
life,liberty,thepursuitofhappiness.
Thoughwemarchtothemusicofourtime,ourmissionistimeless.EachgenerationofAmerican'smustdefinewhatitmeanstobeanAmerican.Onbehalfofournation,Isalutemypredecessor,PresidentBush,forhishalf-centuryofservicetoAmerica,andIthankthemillionsofmenandwomenwhosesteadfastnessandsacrificetriumphedoverdepression,fascismandcommunism.
Today,agenerationraisedintheshadowsoftheColdWarassumesnewresponsibilitiesinaworldwarmedbythesunshineoffreedom,butthreatenedstillbyancienthatredsandnewplagues.Raisedinunrivalledprosperity,weinheritaneconomythatisstilltheworld'sstrongest,butisweakenedbybusinessfailures,stagnantwages,increasinginequality,anddeepdivisionsamongourownpeople.WhenGeorgeWashingtonfirsttooktheoathIhavejustsworntouphold,newstravelledslowlyacrossthelandbyhorseback,andacrosstheoceanbyboat.Nowthesightsandsoundsofthisceremonyarebroadcastinstantaneouslytobillionsaroundtheworld.Communicationsandcommerceareglobal.Investmentismobile.Technologyisalmostmagical,andambitionforabetterlifeisnowuniversal.
WeearnourlivelihoodinAmericatodayinpeacefulcompetitionwithpeopleallacrosstheEarth.
Profoundandpowerfulforcesareshakingandremakingourworld,andtheurgentquestionofourtimeiswhetherwecanmakechangeourfriendandnotourenemy.ThisnewworldhasalreadyenrichedthelivesofmillionsofAmericanswhoareabletocompeteandwininit.Butwhenmostpeopleareworkingharderforless,whenotherscannotworkatall,whenthecostofhealthcaredevastatesfamiliesa
ndthreatenstobankruptourenterprises,greatandsmall;whenthefearofcrimerobslawabidingcitizensoftheirfreedom;andwhenmillionsofpoorchildrencannotevenimaginetheliveswearecallingthemtolead,wehavenotmadechangeourfriend.Weknowwehavetofacehardtruthsandtakestrongsteps,butwehavenotdoneso.Insteadwehavedrifted,andthatdriftinghaserodedourresources,
fracturedoureconomy,andshakenourconfidence.
Thoughourchallengesarefearsome,soareourstrengths.Americanshaveeverbeenarestless,questing,hopefulpeople,andwemustbringtoourtasktodaythevisionandwillofthosewhocamebeforeus.FromourRevolutiontotheCivilWar,totheGreatDepression,totheCivilRightsmovement,ourpeoplehavealwaysmusteredthedeterminationtoconstructfromthesecrisesthepillarsofourhistory.ThomasJeffersonbelievedthattopreservetheveryfoundationsofournationwewouldneeddramaticchangefromtimetotime.Well,myfellowAmericans,thisisourtime.Letusembraceit.
Ourdemocracymustbenotonlytheenvyoftheworldbuttheengineofourownrenewal.ThereisnothingwrongwithAmericathatcannotbecuredbywhatisrightwithAmerica.
Andsotodaywepledgeanendtotheeraofdeadlockanddrift,andanewseasonofAmericanrenewalhasbegun.
TorenewAmericawemustbebold.Wemustdowhatnogenerationhashadtodobefore.Wemustinvestmoreinourownpeople,intheirjobs,andintheirfuture,andatthesametimecutourmassivedebt...andwemustdosoinaworldinwhichwemustcompeteforeveryopportunity.Itwillnotbeeasy.Itwillrequiresacrifice,butitcanbedone,anddonefairly.Notchoosingsacrificeforitsownsake,butforourownsake.Wemustprovideforournationthewayafamilyprovidesforitschildren.
Ourfounderssawthemselvesinthelightofposterity.Wecandonoless.Anyonewhohaseverwatchedachild'seyeswanderintosleepknowswhatposterityis.Posterityistheworldtocome,theworldforwhomweholdourideals,fromwhomwehaveborrowedourplanet,andtowhomwebearsacredresponsibilities.
WemustdowhatAmericadoesbest,offermoreopportunitytoallanddemandmoreresponsibilityfromall.
Itistimetobreakthebadhabitofexpecting
somethingfornothing:
fromourgovernment,orfromeachother.Letusalltakemoreresponsibility,notonlyforourselvesandourfamilies,butforourcommunitiesandourcountry.TorenewAmericawemustrevitalizeourdemocracy.Thisbeautifulcapitol,likeeverycapitolsincethedawnofcivilization,isoftenaplaceofintrigueandcalculation.Powerfulpeoplemaneuverforpositionandworryendlesslyaboutwhoisinandwhoisout,whoisupandwhoisdown,forgettingthosepeoplewhosetoilandsweatsendsushereandpavesourway.Americansdeservebetter,andinthiscitytodaytherearepeoplewhowanttodobetter,andsoIsaytoallofyouhere,letusresolvetoreformourpolitics,sothatpowerandprivilegenolongershoutdownthevoiceofthepeople.Letusputasidepersonaladvantage,sothatwecanfeelthepainandseethepromiseofAmerica.LetusresolvetomakeourgovernmentaplaceforwhatFranklinRooseveltcalled"bold,persistentexperimentation,agovernmentforourtomorrows,notouryesterdays."Letusgivethiscapitolbacktothepeopletowhomitbelongs.
TorenewAmericawemustmeetchallengesabroad,aswellasathome.Thereisnolongeracleardivisionbetweenwhatisforeignandwhatisdomestic.Theworldeconomy,theworldenvironment,theworldAIDScrisis,theworldarmsrace:
theyaffectusall.
Todayasanoldorderpasses,thenewworldismorefree,butlessstable.Communism'scollapsehascalledfortholdanimosities,andnewdangers.
Clearly,Americamustcontinuetoleadtheworldwedidsomuchtomake.
WhileAmericarebuildsathome,wewillnotshrinkfromthechallengesnorfailtoseizetheopportunitiesofthisnewworld.Togetherwithourfriendsandallies,wewillworktogethertoshapechange,lestitengulfus.Whenourvitalinterestsarechallenged,orthewillandconscienceoftheinternationalcommunityisdefied,wewillact;withpeacefuldiplomacywheneverpossible,withforcewhennecessary.
ThebraveAmericansservingournationtodayinthePersianGulf,inSomalia,andwhereverelsetheystand,aretestamenttoourresolve,butourgreateststrengthisthepowerofourideas,whicharestillnewinmanylands.Acrosstheworld,weseethemembracedandwerejoice.Ourhopes,ourhearts,ourhands,arewiththoseoneverycontinent,whoarebuildingdemocracyandfreedom.TheircauseisAmerica'scause.TheAmericanpeoplehavesummonedthechangewecelebratetoday.Youhaveraisedyourvoicesinanunmistakablechorus,youhavecastyourvotesinhistoricnumbers,youhavechangedthefaceofcongress,thepresidency,andthepoliticalprocessitself.Yes,you,myfellowAmericans,haveforcedthespring.Nowwemustdotheworktheseasondemands.TothatworkInowturnwithalltheauthorityofmyoffice.Iaskthecongresstojoinwithme;butnopresident,nocongress,nogovernmentcanundertakethismissionalone.
MyfellowAmericans,you,too,mustplayyourpartinourrenewal.IchallengeanewgenerationofyoungAmericanstoaseasonofservice,toactonyouridealism,byhelpingtroubledchildren,keepingcompanywiththoseinneed,reconnectingourtorncommunities.Thereissomuchtobedone.Enough,indeed,formillionsofotherswhoarestillyounginspirit,togiveofthemselvesinservice,too.Inservingwerecognizeasimple,butpowerful,truth:
weneedeachother,andwemustcareforoneanother.TodaywedomorethancelebrateAmerica,werededicateourselvestotheveryideaofAmerica,anideaborninrevolution,andrenewedthroughtwocenturiesofchallenge,anideatemperedbytheknowledgethatbutforfate,we,thefortunateandtheunfortunate,mighthavebeeneachother;anideaennobledbythefaiththatournationcansummonfromitsmyriaddiversity,thedeepestmeasureofunity;anideainfusedwiththeconvictionthatAmerica'sjourneylong,heroicjourneymustgoforeverupward.Andso,myfellowAmericans,aswestandattheedgeofthe21stCentury,letusbeginanew,withenergyandhope,withfaithanddiscipline,andletusworkuntilourworkisdone.TheScripturesays:
"Andletusnotbewearyinwell-doing,forindueseasonweshallreap,ifwefaintnot."Fromthisjoyfulmountaintopofcelebrationwehearacalltoserviceinthevalley.Wehaveheardthetrumpets,wehavechangedtheguard,andnoweachinourownway,andwithGod'shelp,wemustanswerthecall.
