TheweightofthiscrisiswillnotdeterminethedestinyofthisNation.Theanswerstoourproblemsdon'
tliebeyondourreach.Theyexistinourlaboratoriesandouruniversities,inourfieldsandourfactories,intheimaginationsofourentrepreneursandtheprideofthehardestworkingpeopleonEarth.ThosequalitiesthathavemadeAmericathegreatestforceofprogressandprosperityinhumanhistory,westillpossessinamplemeasure.Whatisrequirednowisforthiscountrytopulltogether,confrontboldlythechallengesweface,andtakeresponsibilityforourfutureoncemore.
Now,ifwe'
rehonestwithourselves,we'
lladmitthatfortoolong,wehavenotalwaysmettheseresponsibilitiesasaGovernmentorasapeople.Isaythisnottolayblameortolookbackwards,butbecauseitisonlybyunderstandinghowwearrivedatthismomentthatwe'
llbeabletoliftourselvesoutofthispredicament.
Thefactis,oureconomydidnotfallintodeclineovernight,nordidallofourproblemsbeginwhenthehousingmarketcollapsedorthestockmarketsank.Wehaveknownfordecadesthatoursurvivaldependsonfindingnewsourcesofenergy,yetweimportmoreoiltodaythaneverbefore.Thecostofhealthcareeatsupmoreandmoreofoursavingseachyear,yetwekeepdelayingreform.Ourchildrenwillcompeteforjobsinaglobaleconomythattoomanyofourschoolsdonotpreparethemfor.Andthoughallthesechallengeswentunsolved,westillmanagedtospendmoremoneyandpileupmoredebt,bothasindividualsandthroughourGovernment,thaneverbefore.
Inotherwords,wehavelivedthroughanerawheretoooftenshort-termgainswereprizedoverlong-termprosperity,wherewefailedtolookbeyondthenextpayment,thenextquarter,orthenextelection.Asurplusbecameanexcusetotransferwealthtothewealthyinsteadofanopportunitytoinvestinourfuture.Regulationswereguttedforthesakeofaquickprofitattheexpenseofahealthymarket.Peopleboughthomestheyknewtheycouldn'
taffordfrombanksandlenderswhopushedthosebadloansanyway.Andallthewhile,criticaldebatesanddifficultdecisionswereputoffforsomeothertime,onsomeotherday.Well,thatdayofreckoninghasarrived,andthetimetotakechargeofourfutureishere.
Nowisthetimetoactboldlyandwiselytonotonlyrevivethiseconomy,buttobuildanewfoundationforlastingprosperity.Nowisthetimetojumpstartjobcreation,restartlending,andinvestinareaslikeenergy,healthcare,andeducationthatwillgrowoureconomy,evenaswemakehardchoicestobringourdeficitdown.Thatiswhatmyeconomicagendaisdesignedtodo,andthatiswhatI'
dliketotalktoyouabouttonight.It'

AssoonasItookoffice,IaskedthisCongresstosendmearecoveryplanbyPresident'
sDaythatwouldputpeoplebacktoworkandputmoneyintheirpockets,notbecauseIbelieveinbiggerGovernment—Idon'
