Abstract
Toenhancethequalityandsafetyofmedicalcare,theMinistryofHealth,LaborandWelfare(MHLW)launchedamodelprojectinSeptember2005forinvestigationandanalysisofmedicalpracticeassociateddeathsinanattempttomovetheexistingsysteminadifferentdirection.Theproject,initiatedinTokyo,Osaka,Nagoya,andKobe,hasnowbeenimplementedinnineprefectures.
Inthehopethatthemodelprojectwillleadtothenationwidedevelopmentofmedicalsafetyinvestigatingcommittees,theMHLWhassubmittedaprovisionalthirdplan.BasedonourpracticalexperienceofthemodelprojectinOsaka,wepresentanddiscusspracticalproblemsandlegalissuesinvolvingsurgeons’criminalpunishment.

Evidenceinindustrializedcountriesshowsthatuniversitiescansupplythecrucialunderpinningsofdynamicindustrialclusterswithinmetropolitanregions.AkeycomponentofChina’srecentreformsinthenationalinnovationsystemisthepromotionofuniversity-basedresearchandtechnologytransfer.TheprimarypurposeofthispaperistoexaminetheinteractionsbetweentwoeliteuniversitiesinShanghai(FudanUniversityandShanghaiJiaotongUniversity)andthemetropolitaneconomy.Inparticular,itanalyzesmajorinstitutionalchangeswithintheuniversitiesandpolicychangesatlocalandnationallevelsthathaveallowedmorebusinessengagement.Astheuniversitiesgaingreaterautonomy,theyareadoptingdistinctiveapproachestocommercializingacademicresearchandmanagingindustriallinkages.
