国际青年日致辞
2009年8月12日
今年国际青年日的主题——“可持续性:
我们的挑战。
我们的未来”,是对青年男女的全球行动号召。
我们的世界面临相互关联的多重危机,其严重、深远的影响对青年的冲击尤其大。
例如,在2007年,青年占世界劳动适龄人口的25%,却占失业人口的40%。
全球经济下滑意味着,在短期内,青年失业率将继续攀升。
失业率只说明问题的一部分,特别是对生活在发展中国家的绝大多数青年而言。
对他们来说,非正规、无保障和低工资就业是通常的情况,而不是例外。
同时,气候变化继续损害各国经济,并带来巨大动荡的威胁,使世界各地的青年人承担不公正的“生态债务”。
这是一个潜在的沉重负担。
与此同时,令我感到鼓舞的是,青年人为关于减缓和适应气候变化的辩论作出了贡献。
他们的意见和建议可有助建立必要的条件,以便在今年晚些时候在哥本哈根“达成谈判”。

Thethemeofthisyear'sInternationalYouthDay–“Sustainability:
OurChallenge.OurFuture”–isaglobalcalltoactionforyoungmenandwomen.
Ourworldfacesmultiple,interconnectedcriseswithsevereandfar-reachingimpactsthatfalldisproportionatelyontheyoung.
In2007,forexample,youthcomprised25percentoftheworld'sworkingagepopulationyetaccountedfor40percentoftheunemployed.Theglobaleconomicdownturnmeansthat,inthenearterm,youthunemploymentwillcontinuetoclimb.Unemploymentratestellonlypartofthestory,especiallyforthevastmajorityofyouthwholiveindevelopingcountries.Forthem,informal,insecureandlow-wageemploymentisthenorm,nottheexception.
Climatechange,meanwhile,continuestocompromiseeconomiesandthreatentremendousupheaval,saddlingyoungpeopleeverywherewithanunjust“ecologicaldebt”.Thisisapotentiallycrushingburden.Atthesametime,Iamencouragedbythecontributionsthatyoungpeoplehavemadetothedebateonclimatechangemitigationandadaptation.Theirviewsandproposalscanhelpbuildthemomentumnecessaryto“sealthedeal”inCopenhagenlaterthisyear.
Indeed,youngpeoplehaveproventhemselvestobekeypartnersinsustainabledevelopment.TheyhavegotteninvolvedininternationalforumssuchastheCommissiononSustainableDevelopment,andhavehelpedtheirGovernmentsandcommunitiestoformulatepovertyreductionstrategies,entrepreneurialschemesandmanyotherpoliciesandinitiatives.
Youngpeopleoftenleadbyexample:
practicinggreenandhealthylifestyles,orpromotinginnovativeusesofnewtechnologies,suchasmobiledevicesandon-linesocialnetworks.Theydeserveourfullcommitment--fullaccesstoeducation,adequatehealthcare,employmentopportunities,financialservicesandfullparticipationinpubliclife.OnInternationalYouthDay,letusrenewourpledgetosupportyoungpeopleintheirdevelopment.Sustainabilityisthemostpromisingpathforward,andyouthcanleadtheway.

生活在70个国家的3.7亿世界土著人,看护着地球上一些最具生物多样性的地区。
他们所讲的语言占世界语言种类的大多数,他们的传统知识、文化多样性和可持续生活方式对世界共同遗产做出了极其宝贵的贡献。
大会2007年通过的《土著人民权利宣言》是土著人民为争取正义、平等权利和发展所作斗争的一个里程碑。
近来各国采取了一些可喜的行动,一些国家政府为过去的不公正向土著人民道歉,还有一些国家政府推动了立法和宪法改革。
但是,土著人民仍然是最为边缘化的人群,他们普遍生活贫穷,教育水平低下。
许多人在日常生活中面临歧视和种族主义待遇。
他们的语言往往受到限制,或者濒临消亡,而他们的土地被迫让位于采矿和森林砍伐。

Theworld'sindigenouspeoples–370millionin70countries--arethecustodiansofsomeofthemostbiologicallydiverseareasonearth.Theyspeakamajorityoftheworld'slanguages,andtheirtraditionalknowledge,culturaldiversityandsustainablewaysoflifemakeaninvaluablecontributiontotheworld'scommonheritage.
TheadoptionoftheUNDeclarationontheRightsofIndigenousPeoplesbytheGeneralAssemblyin2007wasalandmarkinthestruggleofindigenouspeoplesforjustice,equalrightsanddevelopment.Therehavealsobeenrecentwelcomestepsatthenationallevel;somegovernmentshaveapologizedtoindigenouspeoplesforpastinjustices,andothershaveadvancedlegislativeandconstitutionalreforms.
Still,indigenouspeoplesremainsomeofthemostmarginalizedpopulations,sufferingdisproportionatelyfrompovertyandinadequateaccesstoeducation.Manyfacediscriminationandracismonadailybasis.Alltoooften,theirlanguagesfacestricturesorarethreatenedwithextinction,whiletheirterritoriesaresacrificedformininganddeforestation.
土著人民还常常由于贫穷、营养不良、环境污染和缺医少药而导致健康状况不良。
有鉴于此,今年的国际日纪念活动重点围绕艾滋病毒/艾滋病的威胁。
土著人民必须享有疾病发现、治疗和保护所必需的信息和基础设施。

值此国际日,我呼吁各国政府和民间社会紧急行动起来,与土著人民开展充分合作,下决心弥补落实方面的差距。
Indigenouspeoplesalsotendtosufferfromthelowstandardsofhealthassociatedwithpoverty,malnutrition,environmentalcontaminationandinadequatehealthcare.Withthatinmind,thisyear'sobservanceoftheInternationalDayfocusesonthethreatofHIV/AIDS.Itisessentialthatindigenouspeopleshaveaccesstotheinformationandinfrastructurenecessaryfordetection,treatmentandprotection.
Insufficientprogressinhealth,inparticular,pointstoapersistentandprofoundgapinmanycountriesbetweentheformalrecognitionofindigenouspeoples'rightsandtheactualsituationontheground.OnthisInternationalDay,IcallonGovernmentsandcivilsocietytoactwithurgencyanddeterminationtoclosethisimplementationgap,infullpartnershipwithindigenouspeoples.
关于“我们必须裁军”运动的致辞

六十四年前,原子弹坠落在广岛和长崎。
全世界人民看到如此巨大的恐怖和破坏,认定此类屠杀应当永不再现。
但全球武库中仍有数以千计的核武器。
核恐怖主义的威胁确实存在。
我们也看到正在为限制和消除这些武器采取大胆步骤。
联合国希望为此助一把力。
我期望看到一个没有核武器的世界。
我已发起一个运动,名为WMD-WeMustDisarm(我们必须裁军)。
我们必须放下武器,以救天下苍生。
我们必须放下武器,方可将宝贵的资源用于保健、教育和发展。
今年9月21日的国际和平日将专门用于推动这一大业。

Yetwearealsoseeingboldstepstolimitandeliminatetheseweapons.
TheUnitedNationswantstobuildonthismomentum.
Ihaveavisionofaworldfreeofnuclearweapons.
AndIhaveacampaign,calledWMD--WeMustDisarm.
Wemustdisarmtosavelives.
Wemustdisarmsothatwecanredirectpreciousresourcestohealth,educationanddevelopment.
Thisyear,theInternationalDayofPeace,on21September,isdedicatedtothiscause.
Betweennowandthen,pleasejoinourcampaignonFacebook,MySpace,TwitterandtheUN'sWMD-WeMustDisarmwebsite.
