ABangkokisathrivingcitywithapopulationofsixmillionandafurthertwomillionwhotravelintothecityeveryday.WeII-knownfortheterribledailytrafficjams,theThaigovernmentdesperatelyneededatransportsystemthatwouldreducepressureonthealreadybusyroads.In1992,cityadministratorsembarkedupontheSkyTrainproject,notableforseveralreasons.
BFirstofall,thegovernmentwasreluctanttoinvestpublicfundsinthehugeproject(around$1.7billion),soprivateinvestmenthadtobefound.Intheend,aconglomerateincludingSiemensandtheItalian-ConstructionCompanywonthecontractbutin1997,whentheAsianeconomiccrisishit,thewholeenterprisenearlycollapsewhennervousinvestorswantedtopulltheplug.Asecondmajorissuewastheactualconstruction,whichwastakingplaceinthemiddleoftheroadand,whilstaccidentswererare,ataxidriverwaskilledwhenabeamfellfromoneoftheviaducts.Constructionwasstoppedfortwomonthsandstrictersafetyruleswereimplemented.Afurtherdifficultyinvolvedpersonnelwhoallhadtobetrainedfromscratch.
CYetdespitealltheseproblems,theSkyTrainopenedaheadofschedule.Now,though,thereisafurtherchallengefortheoperators:
persuadingthepeopletousethesystem.Comparedtothebuses,ticketsarenotparticularlycheap.Inordertopaythedebt,theoperatorsneedtoaimforaminimumof680,000tripsadaywhichpresentsarealmarketingchallenge.AndtheSkyTrainisonlythefirstpartofanambitiousplan:
afurther240kilometresoftrack,includinganundergroundportion,isalreadyinthepipeline.
DPrivateinvestmentintherailsystemprovedtobeanunsuccessfulapproachforMalaysiawhosegovernmentwasforcedtotakeoverthefinanceofKualaLumpur'smasstransitsystemin2001.Althoughconstructionhadalreadybeencompleted,severefinancialproblemshitthecompaniesresponsibleforthetransitsystem.Now,thegovernmenthasarrangeda$5.5billionbondtobuytheassets,whichwillthenbeleasedbacktothecompanies.
ETheLightRailTransit(LRT)systemhas24stationsandisacombinationoftunnelandelevatedtrack,designedtoavoidimpactingon_existingroads.Atpresent,around10,00peopleridethetraindaily,butthetargetfigureis30,000.Safetyandautomationfeatureheavily:
thetrainsaredriverless,thesignallingisfullyautomatedanditisabletoprovideaservicelevelof90secondsbetweentrainsduringpeakhours.Intermsofsafety,passengerscancommunicatedirectlywiththecontrolcentrefromtwo-wayphonesandeveryplatformhasemergencybuttonsandCCTVcameras.Thereisevenan'intrusiondetectionsystem'whichcandetectwhenpassengersgettooclosetothemovingtrainsortracks.Aswellasextendingthesystem,thegovernmentislookingatintroducinganintegratedticketingsystemforbusesandLRTaswellasmergingsixcompetingbusservice.
FAddingtoSingapore'sexistingMassRapidTransit(MRT)isthenewNorthEastLine:
a$2.6billion,20-kilometreundergroundsystemwhichwasopenedin2003bythestate'sLandTransportAuthority.Theline,includingthestations,isfullyautomatic.Itcancarry40,000peopleperhourineachdirectionwithoutanyoneoperatingthetrainsoropeningthedoorsatthestation.LiketheMalaysiansystem,anoperatingtimeof90secondscanbeachievedduringpeaktimes,althoughcurrently,trainsreachthestationseverythreeminutes.
GAconceptthatisbeingexploredistheuseof“multi-modal”stations.Thesewouldincorporatebusstations,MRTinterchangestations,residentialdevelopmentsandretailspace.Thiswouldallowtotalintegrationoftransportsystemsaswellaseaseoftransferandshouldbeinplaceby2008.ForasmallcountrylikeSingapore,encouragingthecommunitytousepublictransportinsteadofcarsmakesnothingbutsense.
