1.Itisarealpleasuretobeheretoopenthethirdmeetingofourforumandtobewelcomingsuchadistinguishedandinfluentialgroupofpeoplefrombothourcountries,manyofwhomarenowoldfriends.Theforumaimstorepresentthestrengthoftherelationshipbetweenourtwocountriesoutsidethepoliticalrelationshipandlookingroundtodayitisclearthattherelationshipisverystrongindeed.
2.ItisssignformethattheforumgoesfromstrengthtostrengthandIbelieveitisplayingakeyroleintherelationsbetweenourtwocountriesasconfirmedbythePrimeMinisterinourcallonhimthismorning.Thisyear,wehavetakenthetheme“thechallengeofGlobalization”ourmeetingsanddiscussions.Thisthemehasaparticularresonanceforme.
3.On11September,I,alongwithanumberofworldstatemen,wasinBeijingtodiscusschinaandtheworldinthe21stcentury.Noneofuscouldpossiblyhaveknownaswedebatedeconomicdevelopment,environmentalchangeandsecurityissueswhatwasgoingtohappenthatday.Butmanyofthespeakerswarnedofthefragilityoftheworldorder.Itmademerealizemoreclearlythanatanyothertimejusthowveryimportant“understanding”betweenthenationsoftheworldis.
4.Ourforum,andthediscussionswewillhaveinthenextdayandahalf,ispartofthisvitalprocessofunderstanding.Globalizationisachallengeforallofus,bothdevelopedanddevelopingcountriesandwehavealottoshareandlearn.Asglobalizationincreasesandasallourcountriescometotermswiththeglobalreachofmanyindustries,wecan,asdifferentnations,worktogethertounderstandtheissuesandeffectsthesedevelopmentsbring.
5.Peoplecanonlygrasptheseopportunities.Peopletalking,travelling,exchangingideasandexperiences.Andthatiswhatweareheretodaytodo.Ourdiscussionsherewillcentrearoundanumberofveryinterestingissues:
tradeandtheenvironmentintheglobalisationoftheeconomy,chineseculturefacingtheworld,e-learningande-commerce,balancingpublicpurposesandcommercialinterestsinthemedia,andChinaafterWTOtonamebutafew.
6.AsfarasIcansee,joiningtheWTOpresentshahugechanllengeforChina.TherequirementsofjoiningWTOforcorporategovernance,fortransparencyandforreliableandenforceablelaws.Whilstproducingsomepaininshortterm,willnodoubtbepartofthewayinwhicheconomicgrowthcanbeencouragedandsustained.Ipersonallyammuchlookingforwardtomyowninvolvementinthediscussionsonsmallandmediumsizedenterprises.
7.China’sdecisiontoembracethedynamismoftheprivatesectorbringsuptherolesmallfirmscanplayinachievingrapidgrowthandinnovation.Theyare,andcanbe,asignificantengineforeconomicdevelopment.Therefore,wehavemuchworktodoinourforum.WewanttoshowourChinesefriendshowmuchofapartnertheUKcanbebutalsothatasasignofamatureandtruerelationship,wecanaffordtobefrankandopeninourdiscussionswithoneanother.
8.Thiswillbeparticularlytrueinthesessionsonissuesofcompetitivenessandcorporategovernancethatwillbeheldtomorrow.WeatebuildingondiscussionsandrelationshipsthatarealreadywellfoundedandIbelievethatthisforumwilltakethespecialrolethatourmeetingplaysintherelationsbetweenourtwocountriesfurtherforward.

1.Inthespaceofasinglegeneration,relationsbetweentheUKandthePeople’sRepublicofChinahavebeentransformed.Government-to-governmentandbusiness-to-businesslinksarecloserandmorevariedthaneverbefore.ButthemostexcitingchangeshavebeeninthelinksbetweentheBritishandChinesepeoples.ChinesecommunitieshavelongexistedasarespectedandcherishedpresenceinBritishcities.
2.Buttoday,moreandmoreBritishpeoplearevisitingChinatoseeforthemselvesthenewdynamismofgreatcitieslikeBeijing,ShanghaiandGuangzhou.Wearere-discoveringChina’sincomparablyrichculturalheritage,aswellasitsimmenseeconomicpotential.TheChinesearere-discoveringBritain,too.WearedelightedtowelcomemoreChinesevisitorstoourcountryeachyear.ManymoreChinesearefindingoutaboutBritainthroughmodernmedialiketelevisionandtheinternet.
3.Indeed,therearemoreChinesepeoplelearningtheEnglishlanguagethantherearenativespeakersofEnglishintheworldtoday.Thisgrowingrelationshipismeasurable,too,infinancialterms.BritishfirmsnowhaveahugepresenceinChina,asignoftheirconfidenceinthecountryanditsfuture.TheUKisthelargestEuropeaninvestor,andaBritishcompany,BP,isinvestingmorecapitalinChinathananyotherforeignfirm.ThelargestforeignmanufacturinginvestmentinWesternChinaisalsoBritish.
4.TheUKisChina’ssecondlargestEuropeantradingpartner.BritishexportstoChinalastyear,at$3.72billionwereup17%ontheyear2000.China’sexportstoBritainareatanall-timehigh.ManyChineseenterprisesnowregardBritain‘sflexibleandopeneconomyhasanideallaunchingpadintothewiderEuropeanmarket.Allthisisafarcryfrom1972,whentheUKandthePRCfirstexchangedAmbassadors.Then,therewerevirtuallynoChinesestudentinBritain.Today,thereareover20,000–oneofthelargestoverseascommunitiesatouruniversities.
5.Then,therewerenodirectairservicesbetweenBeijingandLondon.thisyear,morethanaquarterofamillionBritishtouristswilltraveltoChina,then,noservingBritishPrimeMinisterorForeignSecretaryhadevervisitedchan.lastyear,therewerevisitsfromelevenBritishministers.Thechangingnatureofinternationalrelationsrequiresgovernmentstoworkevermorecloselytogetherfortheirmutualbenefit.Intheglobalisedworldeconomy,thesecurityandprosperityofindividualcountriesoftendependsoneventsbeyondourborders.
6.Weareinterdependentaswellasindependent.Challengessuchasfightingenvironmentaldamage,ensuringglobalhumanrightsareproperlyobserved,removingbarrierstotradeandinvestment,andreducingpoverty,havebecometrulyglobalissues.TheyloomlargerontheagendasofmultilateralorganizationsliketheUN,theWTOandASEM.Inthe21stcentury,bilateralrelationsbetweencountrieswilldependonprogressonissueslikethese.
7.AstwoofthefivepermanentmembersoftheUNSecurityCouncil,ourgovernmentworktogetheronadailybasisonproblemsaffectingeverycorneroftheworld.AnotherchangeintherelationshipbetweenBritainandChinahasbeendevelopmentsinHongKong.IamdelightedthatHongKonghasprosperedsince1997,andthat“onecountry,twosystems”isprovingsuchaneffectiveapproach.
8.Asasignatoryofthejointdeclaration,heUKhasanabidinginterestinthecontinuedwell-beingoftheSpecialAdministrationRegion.ButthisisonlyapartofourwidercommitmenttoChina,weareincreasingtheresourcesweallocatethroughourdepartmentforinternationaldevelopmenttopovertyreductioninChinafrom25mthisyearto60mby2004.
