now,thisismythirdvisittotherepublicofkoreaaspresident.i'
venowbeentoseoulmoretimesthananyothercapital--exceptforwashington,,ofcourse.thisreflectstheextraordinarybondsbetweenourtwocountriesandourcommitmenttoeachother.i’mpleasedthatwe’rejoinedbysomanyleadersheretoday,koreansandamericans,whohelpkeepusfreeandstrongandprosperouseveryday.thatincludesourfirstkorean-americanambassadortotherepublicofkorea--ambassadorsungkim.(applause.)
i’veseenthedeepconnectionsbetweenourpeoplesinmyownlife--amongfriends,colleagues.i’veseenitsomanypatriotickoreanamericans,includingamanborninthiscityofseoul,whocametoamericaandhasdedicatedhislifetoliftingupthepoorandsickoftheworld.andlastweekiwasproudtonominatehimtoleadtheworldbank--dr.jimyongkim.(applause.)
i’vealsoseenthebondsinourmenandwomeninuniform,liketheamericanandkoreantroopsivisitedyesterdayalongthedmz--freedom’sfrontier.andwesalutetheirserviceandareverygratefulforthem.wehonorallthosewhohavegiventheirlivesinourdefense,includingthe46bravesoulswhoperishedaboardthecheonantwoyearsagotoday.andintheirmemorywereaffirmtheenduringpromiseatthecoreofouralliance--westandtogether,andthecommitmentoftheunitedstatestothedefenseandthesecurityoftherepublicofkoreawillneverwaver.(applause.)
mostofall,iseethestrengthofourallianceinallofyou.fordecades,thisschoolhasproducedleaders--publicservants,diplomats,businesspeople--who’vehelpedpropelthemodernmiraclethatiskorea--transformingitfromcrushingpovertytooneoftheworld’smostdynamiceconomies;
fromauthoritarianismtoathrivingdemocracy;
fromacountryfocusedinwardtoaleaderforsecurityandprosperitynotonlyinthisregionbutalsoaroundtheworld--atruly“globalkorea.”
sotoallthestudentsheretoday,thisisthekoreayourgenerationwillinherit.andibelievethere'
snolimitstowhatourtwonationscanachievetogether.forlikeyourparentsandgrandparentsbeforeyou,youknowthatthefutureiswhatwemakeofit.andyouknowthatinourdigitalage,wecanconnectandinnovateacrossborderslikeneverbefore--withyoursmartphonesandtwitterandme2dayandkakaotalk.(laughterandapplause.)it’snowondersomanypeoplearoundtheworldhavecaughtthekoreanwave,hallyu.(applause.)

sooursharedfuture--andtheunprecedentedopportunitytomeetsharedchallengestogether--iswhatbringsmetoseoul.overthenexttwodays,underpresidentlee’sleadership,we’llmoveaheadwiththeurgentworkofpreventingnuclearterrorismbysecuringtheworld’snuclearmaterials.thisisanimportantpartofthebroader,comprehensiveagendathatiwanttotalkwithyouabouttoday--ourvisionofaworldwithoutnuclearweapons.
threeyearsago,itraveledtopragueandideclaredamerica’scommitmenttostoppingthespreadofnuclearweaponsandtoseekingaworldwithoutthem.isaidiknewthatthisgoalwouldnotbereachedquickly,perhapsnotinmylifetime,butiknewwehadtobegin,withconcretesteps.andinyourgeneration,iseethespiritweneedinthisendeavor--anoptimismthatbeatsintheheartsofsomanyyoungpeoplearoundtheworld.it’sthatrefusaltoaccepttheworldasitis,theimaginationtoseetheworldasitoughttobe,andthecouragetoturnthatvisionintoreality.sotoday,withyou,iwanttotakestockofourjourneyandchartournextsteps.
hereinseoul,morethan50nationswillmarkourprogresstowardthegoalwesetatthesummitihostedtwoyearsagoinwashington--securingtheworld’svulnerablenuclearmaterialsinfouryearssothattheyneverfallintothehandsofterrorists.andsincethen,nations--includingtheunitedstates--haveboostedsecurityatnuclearfacilities.
southkorea,japan,pakistanandothersarebuildingnewcenterstoimprovenuclearsecurityandtraining.nationslikekazakhstanhavemovednuclearmaterialstomoresecurelocations.mexico,andjustyesterdayukraine,havejoinedtheranksofnationsthathaveremovedallthehighlyenricheduraniumfromtheirterritory.alltold,thousandsofpoundsofnuclearmaterialhavebeenremovedfromvulnerablesitesaroundtheworld.thiswasdeadlymaterialthatisnowsecureandcannowneverbeusedagainstacitylikeseoul.
we’realsousingeverytoolatourdisposaltobreakupblackmarketsandnuclearmaterial.countrieslikegeorgiaandmoldovahaveseizedhighlyenricheduraniumfromsmugglers.andcountrieslikejordanarebuildingtheirowncounter-smugglingteams,andwe’retyingthemtogetherinaglobalnetworkofintelligenceandlawenforcement.nearly20nationshavenowratifiedthetreatiesandinternationalpartnershipsthatareatthecenterofourefforts.andishouldaddthatwiththedeathofosamabinladenandthemajorblowsthatwe’vestruckagainstalqaeda,aterroristorganizationthathasactivelysoughtnuclearweaponsisnowonthepathtodefeat.
soinshort,theinternationalcommunityhasmadeitharderthaneverforterroriststoacquirenuclearweapons,andthathasmadeusallsafer.we’rebuildinganinternationalarchitecturethatcanensurenuclearsafety.butwe’reundernoillusions.weknowthatnuclearmaterial,enoughformanyweapons,isstillbeingstoredwithoutadequateprotection.andweknowthatterroristsandcriminalgangsarestilltryingtogettheirhandsonit--aswellasradioactivematerialforadirtybomb.weknowthatjustthesmallestamountofplutonium--aboutthesizeofanapple--couldkillhundredsofthousandsandsparkaglobalcrisis.thedangerofnuclearterrorismremainsoneofthegreatestthreatstoglobalsecurity.
andthat'
swhyhereinseoul,weneedtokeepatit.andibelievewewill.we’reexpectingdozensofnationstoannounceoverthenextseveraldaysthatthey’vefulfilledthepromisestheymadetwoyearsago.andwe’renowexpectingmorecommitments--tangible,concreteaction--tosecurenuclearmaterialsand,insomecases,removethemcompletely.thisistheserious,sustainedglobaleffortthatweneed,andit'
sanexampleofmorenationsbearingtheresponsibilityandthecostsofmeetingglobalchallenges.thisishowtheinternationalcommunityshouldworkinthe21stcentury.andkoreaisoneofthekeyleadersinthisprocess.
theunitedstateswillcontinuetodoourpart--securingourownmaterialandhelpingothersprotecttheirs.we’removingforwardwithrussiatoeliminateenoughplutoniumforabout17,000nuclearweaponsandturnitinsteadintoelectricity.icanannouncetodayanewagreementbytheunitedstatesandseveraleuropeanpartnerstowardsustainingthesupplyofmedicalisotopesthatareusedtotreatcancerandheartdiseasewithouttheuseofhighlyenricheduranium.andwewillworkwithindustryandhospitalsandresearchcentersintheunitedstatesandaroundtheworld,torecoverthousandsofunneededradiologicalmaterialssothattheycanneverdousharm.
now,americanleadershiphasbeenessentialtoprogressinasecondarea--takingconcretestepstowardsaworldwithoutnuclearweapons.asapartytothenuclearnonproliferationtreaty,thisisourobligation,andit’sonethatitakeveryseriously.butibelievetheunitedstateshasauniqueresponsibilitytoact--indeed,wehaveamoralobligation.isaythisaspresidentoftheonlynationevertousenuclearweapons.isayitasacommander-in-chiefwhoknowsthatournuclearcodesareneverfarfrommyside.mostofall,isayitasafather,whowantsmytwoyoungdaughterstogrowupinaworldwhereeverythingtheyknowandlovecan’tbeinstantlywipedout.
overthepastthreeyears,we’vemadeimportantprogress.withrussia,we’renowreducingourarsenalunderthenewstarttreaty--themostcomprehensivearmscontrolagreementinnearly20years.andwhenwe’redone,wewillhavecutamericanandrussiandeployednuclearwarheadstotheirlowestlevelssincethe1950s.
aspresident,ichangedournuclearposturetoreducethenumberandroleofnuclearweaponsinournationalsecuritystrategy.imadeitclearthattheunitedstateswillnotdevelopnewnuclearwarheads.andwewillnotpursuenewmilitarymissionsfornuclearweapons.we’venarrowedtherangeofcontingenciesunderwhichwewouldeveruseorthreatentousenuclearweapons.atthesametime,i’vemadeitclearthatsolongasnuclearweaponsexist,we’
