Goodafternoon,everybody. Wehavejustconcludedanenormouslyproductiveday.
Isaidthismorningthattodaywouldbeanopportunityforournations,bothindividuallyandcollectively,tomakeconcretecommitmentsandtaketangiblestepstosecurenuclearmaterialssotheyneverfallintothehandsofterroristswhowouldsurelyusethem.
Thisevening,Icanreportthatwehaveseizedthisopportunity,andbecauseofthestepswe’vetaken--asindividualnationsandasaninternationalcommunity--theAmericanpeoplewillbesaferandtheworldwillbemoresecure.
Iwanttothankallwhoparticipatedinthishistoricsummit--49leadersfromeveryregionoftheworld. Today’sprogresswaspossiblebecausetheseleaderscamenotsimplytotalk,buttotakeaction;notsimplytomakevaguepledgesoffutureaction,buttocommittomeaningfulstepsthattheyarepreparedtoimplementrightnow.
Ialsowanttothankmycolleaguesforthecandorandcooperativespiritthattheybroughttothediscussions. Thiswasnotadayoflongspeechesorlecturesonwhatothernationsmustdo. Welistenedtoeachother,withmutualrespect. Werecognizedthatwhiledifferentcountriesfacedifferentchallenges,wehaveamutualinterestinsecuringthesedangerousmaterials.
Sotodayisatestamenttowhatispossiblewhennationscometogetherinaspiritofpartnershiptoembraceoursharedresponsibilityandconfrontasharedchallenge. Thisishowwewillsolveproblemsandadvancethesecurityofourpeopleinthe21stcentury. Andthisisreflectedinthecommuniquéthatwehaveunanimouslyagreedtotoday.
First,weagreedontheurgencyandseriousnessofthethreat. Comingintothissummit,therewerearangeofviewsonthisdanger. Butatourdinnerlastnight,andthroughouttheday,wedevelopedasharedunderstandingoftherisk.
Today,wearedeclaringthatnuclearterrorismisoneofthemostchallengingthreatstointernationalsecurity. Wealsoagreedthatthemosteffectivewaytopreventterroristsandcriminalsfromacquiringnuclearmaterialsisthroughstrongnuclearsecurity--protectingnuclearmaterialsandpreventingnuclearsmuggling.
Second,IamverypleasedthatallthenationsrepresentedherehaveendorsedthegoalthatIoutlinedinPragueoneyearago--tosecureallvulnerablenuclearmaterialsaroundtheworldinfouryears’time. Thisisanambitiousgoal,andweareundernoillusionsthatitwillbeeasy. Buttheurgencyofthethreat,andthecatastrophicconsequencesofevenasingleactofnuclearterrorism,demandaneffortthatisatonceboldandpragmatic. Andthisisagoalthatcanbeachieved.
Third,wereaffirmedthatitisthefundamentalresponsibilityofnations,consistentwiththeirinternationalobligations,tomaintaineffectivesecurityofthenuclearmaterialsandfacilitiesunderourcontrol. Thisincludesstrengtheningnationallawsandpolicies,andfullyimplementingthecommitmentswehaveagreedto.
Andfourth,werecognizedthatevenaswefulfillournationalresponsibilities,thisthreatcannotbeaddressedbycountriesworkinginisolation. Sowe’vecommittedourselvestoasustained,effectiveprogramofinternationalcooperationonnational[sic]security,andwecallonothernationstojoinus.
Itbecameclearinourdiscussionsthatwedonotneedlotsofnewinstitutionsandlayersofbureaucracy. Weneedtostrengthentheinstitutionsandpartnershipsthatwealreadyhave-—andmakethemevenmoreeffective. ThisincludestheUnitedNations,theInternationalAtomicEnergyAgency,themultilateralpartnershipthatstrengthensnuclearsecurity,preventnucleartraffickingandassistnationsinbuildingtheircapacitytosecuretheirnuclearmaterials.
ButasIsaid,todaywasabouttakingtangiblestepstoprotectourpeople. Sowe’vealsoagreedtoadetailedworkplantoguideoureffortsgoingforward--thespecificactionswewilltake. Iwanttocommendmypartnersfortheveryimportantcommitmentsthattheymadeinconjunctionwiththissummit. Letmegivesomeexamples.
Canadaagreedtogiveupasignificantquantityofhighlyenricheduranium. Chilehasgivenupitsentirestockpile. UkraineandMexicoannouncedthattheywilldothesame. Othernations--suchasArgentinaandPakistan--announcednewstepstostrengthenportsecurityandpreventnuclearsmuggling.
Morenations--includingArgentina,thePhilippines,ThailandandVietnam--agreedtojoin,andthusstrengthen,thetreatiesandinternationalpartnershipsthatareatthecoreofourglobalefforts. Anumberofcountries-—includingItaly,Japan,IndiaandChina-—willcreatenewcenterstopromotenuclearsecuritytechnologiesandtraining. NationspledgednewresourcestohelptheIAEAmeetitsresponsibilities.
Inamajorandwelcomeddevelopment,Russiaannouncedthatitwillcloseitslastweapons-gradeplutoniumproductionreactor. Aftermanyyearsofeffort,I’mpleasedthattheUnitedStatesandRussiaagreedtodaytoeliminate68tonsofplutoniumforourweaponsprograms-—plutoniumthatwouldhavebeenenoughforabout17,000nuclearweapons. Instead,wewillusethismaterialtohelpgenerateelectricityforourpeople.
Theseareexactlythekindofcommitmentscalledforintheworkplanthatweadoptedtoday,sowe’vemaderealprogressinbuildingasaferworld.
IwouldalsonotethattheUnitedStateshasmadeitsowncommitments. Wearestrengtheningsecurityatourownnuclearfacilities,andwillinvitetheIAEAtoreviewthesecurityatourneutronresearchcenter. Thisreflectsourcommitmenttosharingthebestpracticesthatareneededinourglobalefforts.We’reseekingsignificantfundingincreasesforprogramstopreventnuclearproliferationandtrafficking.
Andtoday,theUnitedStatesisjoiningwithourCanadianpartnersandcallingonnationstocommit$10billiontoextendingourhighlysuccessfulGlobalPartnershiptostrengthennuclearsecurityaroundtheworld.
Sothishasbeenadayofgreatprogress. ButasIsaidthismorning,thiscan’tbeafleetingmoment. Securingnuclearmaterialsmustbeaseriousandsustainedglobaleffort. Weagreedtohaveourexpertsmeetonaregularbasis—-tomeasureprogress,toensurethatwe’remeetingourcommitmentsandtoplanournextsteps.
AndIagainwanttothankPresidentLeeandtheRepublicofKoreaforagreeingtohostthenextNuclearSecuritySummitintwoyears.
Finally,letmesaywhilethissummitisfocusedonsecuringnuclearmaterials,thisispartofalargereffort-—thecomprehensiveagendathatIoutlinedinPraguelastyeartopursuethepeaceandsecurityofaworldwithoutnuclearweapons.Indeed,inrecentdayswe’vemadeprogressoneveryelementofthisagenda.
Toreducenucleararsenals,PresidentMedvedevandIsignedthehistoricnewSTARTtreaty—-notonlycommittingourtwonationstosignificantreductionsindeployednuclearweapons,butalsosettingthestageforfurthercutsandcooperationbetweenourcountries.
TomovebeyondoutdatedColdWarthinkingandtofocusonthenucleardangersofthe21stcentury,ournewNuclearPostureReviewreducestheroleandnumberofnuclearweaponsinournationalsecuritystrategy. Andforthefirsttime,preventingnuclearproliferationandnuclearterrorismisatthetopofAmerica’snuclearagenda,whichreaffirmsthecentralimportanceoftheNuclearNon-ProliferationTreaty.
AndnextmonthinNewYork,wewilljoinwithnationsfromaroundtheworldtostrengthentheNPTasthecornerstoneofourglobaleffortstopreventthespreadofnuclearweaponsevenaswepursuegreatercivilnuclearcooperation. Becausefornationsthatupholdtheirresponsibilities,peacefulnuclearenergycanunlocknewadvancesinmedicine,inagriculture,andeconomicdevelopment.
Alloftheseeffortsareconnected. Leadershipandprogressinoneareareinforcesprogressinanother. WhentheUnitedStatesimprovesourownnuclearsecurityandtransparency,itencouragesotherstodothesame,aswe’veseentoday. WhentheUnitedStatesfulfillsourresponsibilitiesasanuclearpowercommittedtotheNPT,westrengthenourglobaleffortstoensurethatothernationsfulfilltheirresponsibilities.
Soagain,Iwanttothankmycolleaguesformakingthisunprecedentedgatheringadayofunprecedentedprogressinconfrontingoneofthegreatestthreatstoourglobalsecurity. OurworktodaynotonlyadvancesthesecurityoftheUnitedStates,itadvancesthesecurityofallmankind,andpreventingnuclearproliferationandnuclearterrorismwillremainoneofmyhighestprioritiesasPresident.
Sowiththat,I'mgoingtotakeafewquestions. I'mgoingtostartwithBillPlantefromCBS.
