Goodafternoon.ItisagreathonorformetobehereinShanghai,
andtohavethisopportunitytospeakwithallofyou.I'dlike
tothankFudanUniversity'sPresidentYangforhishospitality
andhisgraciouswelcome.I'dalsoliketothankouroutstanding
Ambassador,JonHuntsman,whoexemplifiesthedeeptiesand
respectbetweenournations.Idon'tknowwhathesaid,butI
hopeitwasgood.(Laughter.)
WhatI'dliketodoistomakesomeopeningremarks,andthen
whatI'mreallylookingforwardtodoingistakingquestions,
notonlyfromstudentswhoareintheaudience,butalsowe've
receivedquestionsonline,whichwillbeaskedbysomeofthe
studentswhoarehereintheaudience,aswellasbyAmbassador
Huntsman.AndIamverysorrythatmyChineseisnotasgood
asyourEnglish,butIamlookingforwardtothischancetohave
adialogue.
ThisismyfirsttimetravelingtoChina,andI'mexcitedto
seethismajesticcountry.Here,inShanghai,weseethegrowth
thathascaughttheattentionoftheworld--thesoaring
skyscrapers,thebustlingstreetsandentrepreneurialactivity.
to
journeyofChina'sbythesesignsimpressedI'masAndjust
the21stcentury,I'meagertoseethoseancientplacesthat
speaktousfromChina'sdistantpast.Tomorrowandthenext
dayIhopetohaveachancewhenI'minBeijingtoseethemajesty
oftheForbiddenCityandthewonderoftheGreatWall.Truly,
thisisanationthatencompassesbotharichhistoryanda
beliefinthepromiseofthefuture.
Thesamecanbesaidoftherelationshipbetweenourtwo
countries.Shanghai,ofcourse,isacitythathasgreatmeaning
inthehistoryoftherelationshipbetweentheUnitedStates
andChina.Itwashere,37yearsago,thattheShanghai
Communiqueopenedthedoortoanewchapterofengagement
betweenourgovernmentsandamongourpeople.However,
America'stiestothiscity--andtothiscountry--stretch
backfurther,totheearliestdaysofAmerica'sindependence.
In1784,ourfoundingfather,GeorgeWashington,commissioned
theEmpressofChina,ashipthatsetsailfortheseshoresso
thatitcouldpursuetradewiththeQingDynasty.Washington
wantedtoseetheshipcarrytheflagaroundtheglobe,andto
forgenewtieswithnationslikeChina.Thisisacommon
Americanimpulse--thedesiretoreachfornewhorizons,and
toforgenewpartnershipsthataremutuallybeneficial.
Overthetwocenturiesthathavefollowed,thecurrentsof
historyhavesteeredtherelationshipbetweenourcountriesin
manydirections.Andeveninthemidstoftumultuouswinds,our
peoplehadopportunitiestoforgedeepandevendramaticties.
Forinstance,Americanswillneverforgetthehospitalityshown
toourpilotswhowereshotdownoveryoursoilduringWorld
WarII,andcaredforbyChinesecivilianswhoriskedallthat
theyhadbydoingso.AndChineseveteransofthatwarstill
warmlygreetthoseAmericanveteranswhoreturntothesites
wheretheyfoughttohelpliberateChinafromoccupation.
Adifferentkindofconnectionwasmadenearly40yearsagowhen
thefrostbetweenourcountriesbegantothawthroughthesimple
gameoftabletennis.Theveryunlikelynatureofthis
engagementcontributedtoitssuccess--becauseforallour
differences,bothourcommonhumanityandoursharedcuriosity
wererevealed.AsoneAmericanplayerdescribedhisvisitto
China--[The]peoplearejustlikeus…Thecountryisvery
similartoAmerica,butstillverydifferent.
Ofcoursethissmallopeningwasfollowedbytheachievement
oftheShanghaiCommunique,andtheeventualestablishmentof
formalrelationsbetweentheUnitedStatesandChinain1979.
Andinthreedecades,justlookathowfarwehavecome.
In1979,tradebetweentheUnitedStatesandChinastoodat
roughly$5billion--todayittopsover$400billioneachyear.
Thecommerceaffectsourpeople'slivesinsomanyways.America
importsfromChinamanyofthecomputerpartsweuse,the
clotheswewear;andweexporttoChinamachinerythathelps
poweryourindustry.Thistradecouldcreateevenmorejobson
bothsidesofthePacific,whileallowingourpeopletoenjoy
abetterqualityoflife.Andasdemandbecomesmorebalanced,
itcanleadtoevenbroaderprosperity.
In1979,thepoliticalcooperationbetweentheUnitedStates
andChinawasrootedlargelyinoursharedrivalrywiththe
SovietUnion.Today,wehaveapositive,constructiveand
comprehensiverelationshipthatopensthedoortopartnership
onthekeyglobalissuesofourtime--economicrecoveryand
thedevelopmentofcleanenergy;stoppingthespreadofnuclear
weaponsandthescourgeofclimatechange;thepromotionof
peaceandsecurityinAsiaandaroundtheglobe.Allofthese
issueswillbeontheagendatomorrowwhenImeetwithPresident
Hu.
Andin1979,theconnectionsamongourpeoplewerelimited.
Today,weseethecuriosityofthoseping-pongplayers
manifestedinthetiesthatarebeingforgedacrossmanysectors.
ThesecondhighestnumberofforeignstudentsintheUnited
StatescomefromChina,andwe'veseena50percentincrease
inthestudyofChineseamongourownstudents.Therearenearly
200
riendshipcitiesdrawingourcommunitiestogether.
AmericanandChinesescientistscooperateonnewresearchand
discovery.Andofcourse,YaoMingisjustonesignalofour
sharedloveofbasketball--I'monlysorrythatIwon'tbeable
toseeaShanghaiSharksgamewhileI'mvisiting.
Itisnocoincidencethattherelationshipbetweenour
countrieshasaccompaniedaperiodofpositivechange.China
hasliftedhundredsofmillionsofpeopleoutofpoverty--an
accomplishmentunparalleledinhumanhistory--whileplaying
alargerroleinglobalevents.AndtheUnitedStateshasseen
oureconomygrowalongwiththestandardoflivingenjoyedby
ourpeople,whilebringingtheColdWartoasuccessful
conclusion.
ThereisaChineseproverb:
Considerthepast,andyoushall
knowthefuture.Surely,wehaveknownsetbacksandchallenges
overthelast30years.Ourrelationshiphasnotbeenwithout
disagreementanddifficulty.Butthenotionthatwemustbe
adversariesisnotpredestined--notwhenweconsiderthepast.
Indeed,becauseofourcooperation,boththeUnitedStatesand
Chinaaremoreprosperousandmoresecure.Wehaveseenwhat
ispossiblewhenwebuilduponourmutualinterests,andengage
onthebasisofmutualrespect.
Andyetthesuccessofthatengagementdependsupon
understanding--onsustaininganopendialogue,andlearning
aboutoneanotherandfromoneanother.Forjustasthat
Americantabletennisplayerpointedout--wesharemuchin
commonashumanbeings,butourcountriesaredifferentin
certainways.
Ibelievethateachcountrymustchartitsowncourse.China
isanancientnation,withadeeplyrootedculture.TheUnited
States,bycomparison,isayoungnation,whosecultureis
determinedbythemanydifferentimmigrantswhohavecometo
ourshores,andbythefoundingdocumentsthatguideour
democracy.
Thosedocumentsputforwardasimplevisionofhumanaffairs,
andtheyenshrineseveralcoreprinciples--thatallmenand
womenarecreatedequal,andpossesscertainfundamentalrights;
thatgovernmentshouldreflectthewillofthepeopleand
respondtotheirwishes;thatcommerceshouldbeopen,
informationfreelyaccessible;andthatlaws,andnotsimply
men,shouldguaranteetheadministrationofjustice.
Ofcourse,thestoryofournationisnotwithoutitsdifficult
chapters.Inmanyways--overmanyyears--wehavestruggled
toadvancethepromiseoftheseprinciplestoallofourpeople,
andtoforgeamoreperfectunion.Wefoughtaverypainfulcivil
war,andfreedaportionofourpopulationfromslavery.Ittook
timeforwomentobeextendedtherighttovote,workerstowin
therighttoorganize,andforimmigrantsfromdifferent
cornersoftheglobetobefullyembraced.Evenaftertheywere
freed,AfricanAmericansperseveredthroughconditionsthat
wereseparateandnotequal,beforewinningfullandequal
rights.
Noneofthiswaseasy.Butwemadeprogressbecauseofourbelief
inthosecoreprinciples,whichhaveservedasourcompass
throughthedarkestofstorms.ThatiswhyLincolncouldstand
upinthemidstofcivilwaranddeclareitastruggletosee
whetheranynation,conceivedinliberty,anddedicatedtothe
propositionthatallmenarecreatedequalcouldlongendure.
ThatiswhyDr.MartinLutherKingcouldstandonthestepsof
theLincolnMemorialandaskthatournationliveoutthetrue
Kenya
toChinafromimmigrantswhyThat'screed.itsofmeaning
couldfindahomeonourshores;whyopportunityisavailable
toallwhowouldworkforit;andwhysomeonelikeme,wholess
than50yearsagowouldhavehadtroublevotinginsomeparts
ofAmerica,isnowabletoserveasitsPresident.
AndthatiswhyAmericawillalwaysspeakoutforthesecore
principlesaroundtheworld.Wedonotseektoimposeanysystem
ofgovernmentonanyothernation,butwealsodon'tbelieve
thattheprinciplesthatwestandforareuniquetoournation.
Thesefreedomsofexpressionandworship--ofaccessto
informationandpoliticalparticipation--webelieveare
universalrights.Theyshouldbeavailabletoallpeople,
includingethnicandreligiousminorities--whethertheyare
intheUnitedStates,China,oranynation.Indeed,itisthat
respectforuniversalrightsthatguidesAmerica'sopennessto
othercountries;ourrespectfordifferentcultures;o
