建设规模:
年深加工利用低值海产品3000吨,生产海鲜类调味料和食品配料1000吨。
建设期限:
2006年7月动工,2006年底完成。
建设内容:
新建厂房总面积500平方米,其中主车间330平方米,辅助车间70平方米,库房100平方米,新引进酶解,离心分离,真空浓缩等生产设备8台套,新建供电、给排水设施等。

项目建设总投资额为500万元人民币。
7、资金筹措:
为保证项目建设内容的顺利完成,在建设单位自筹资金的同时申请中央财政资金支持,其中申请中央财政资金150万元,省财政资金105万元,市财政资金15万元,区财政资金30万元,企业自筹资金200万元。
8、主要技术经济指标:
项目建成后,每年可深加工低值海产品3000多吨,生产各种海产品调味料1000吨,按此生产规模计算,每年可实现销售收入2000万元,生产成本为1444.6万元,年利润249万元左右,该项目的投资回收期约为2年。
9、项目辐射范围及带动能力:
该项目完成后,每年将可以深加工利用各类低值海产品3000多吨,约占当地近海水产养殖和捕捞量的30%左右,带动牟平区及XX市其它的县市区近海养殖和捕捞户100多家,为当地农民增收约900余万元,明显改善和提高当地新型渔业的发展速度,提高当地的水产品深加工能力和技术含量,带动企业周边地区的近海养殖业和水产品深加工业的发展,对周边农民的近海产业发展和农村经济发展起到明显的辐射带动作用。
二、可行性研究报告编制依据:
1.依照国家农业发展政策
随着我国经济的高速发展和我国城乡差别的显著加大,党中央和国务院已经非常重视解决农村经济的发展问题,用工业反哺农业,逐步缩小城乡差别,建设和谐社会、小康社会是我们国家“十一五”重要的目标。
近几年来在党中央和国务院的大力倡导下,各地政府都在采取各种措施大力发展农业和农村经济,其中最有效的便是大力发展农村农业产业化,胡锦涛总书记和温家宝总理都把农村产业化作为发展农村经济工作重点加以强调,农村的农业产业化发展已经列入国家大农业发展计划,为了很好的促进和推动农业产业化的发展,中央和地方政府出台了很多的相关鼓励政策,XX市在“十一五”期间对农业发展的规划是实现农业生产的“三化”,即农业产业化、标准化、国际化,并结合XX发达的渔业资源和渔业产业在“十一五计划”期间对渔业发展做出了专门的规划,因此低值海产品深加工项目是一个非常符合国家政策产业要求,符合市政府在“十一五计划”期间制定的相关政策,能够很好的增加周边农民收入,带动周边农业特别是渔业生产的产业化发展的渔业产业化项目。
2.依据国家农业综合开发政策
国家农业综合开发文件规定,产业化经营主要扶持直接经济效益较高的种植业、养殖业、农副产品加工工业,农业生产服务业等项目,XX有限公司的“低值海产品深加工项目”是一个直接经济效益很高的农副产品加工工业项目,非常适合国家有关农业专项扶持政策。
3.依据XX市农业中长期发展规划
走农业产业化的路子是我省市及牟平区促进农业、农村发展的长期规化和主要实施措施,在国家宏观政策的指导下,市区领导进行了长期深入的研究摸索和实践,对全市及牟平区的渔业向更深更高的层次发展提出了很高的要求,提出了在“十一五”期间,XX市的农业发展要实现“三化”,即农业产业化、标准化、国际化,其中产业化是重中之
