Thisweek,IjoinedleadersfromaroundtheworldattheUnitedNationsandtheG-20economicsummitinPittsburgh.Today,Icanreportonwhatweachieved—anewcommitmenttomeetcommonchallenges,andrealprogressinadvancingAmerica’snationalsecurityandeconomicprosperity.
AsIsaidattheU.N.,overthepastninemonthsmyadministrationhasrenewedAmericanleadership,andpursuedaneweraofengagementinwhichwecalluponallnationstoliveuptotheirresponsibilities.Thisweek,ourengagementproducedtangibleresultsinseveralareas.
InPittsburgh,theworld’smajoreconomiesagreedtocontinueourefforttospurglobaldemandtoputourpeoplebacktowork.Wecommittedourselvestoeconomicgrowththatisbalancedandsustained—sothatweavoidtheboomsandbustsofthepast.Wereachedanhistoricagreementtoreformtheglobalfinancialsystem—topromoteresponsibilityandpreventabusesothatweneverfaceacrisislikethisagain.Andwereformedourinternationaleconomicarchitecture,sothatwecanbettercoordinateourefforttomeetthechallengesofthe21stcentury.
WealsoestablishedAmericanleadershipintheglobalpursuitofthecleanenergyofthe21stcentury.IamproudthattheG-20nationsagreedtophaseout$300billionworthoffossilfuelsubsidies.Thiswillincreaseourenergysecurity,reducegreenhousegasemissions,combatthethreatofclimatechange,andhelpcreatethenewjobsandindustriesofthefuture.
InNewYork,weadvancedthecauseofpeaceandsecurity.IjoinedthefirstmeetingbetweenIsraeliandPalestinianleadersinnearlyayear—ameetingthatevenninemonthsagodidnotseempossible.Andweresolvedtomoveforwardinthejourneytowardajust,lastingandcomprehensivepeaceintheMiddleEast.
Wealsotookunprecedentedstepstosecureloosenuclearmaterials;tostopthespreadofnuclearweapons;andtoseekaworldwithoutthem.AsthefirstU.S.presidenttoeverchairameetingoftheUnitedNationsSecurityCouncil,IwasproudthattheCouncilpassedanhistoricandunanimousresolutionembracingthecomprehensivestrategyIoutlinedthisyearinPrague.
Topreventnuclearweaponsfromfallingintothehandsofterrorists,theSecurityCouncilendorsedourglobalefforttolockdownallvulnerablematerialwithinfouryears.Wereaffirmedthebasiccompactoftheglobalnonproliferationregime:
allnationshavetherighttopeacefulnuclearenergy;nationswithnuclearweaponshavetheresponsibilitytomovetowarddisarmament;andnationswithoutthemhavetheresponsibilitytoforsakethem.
TheUnitedStatesismeetingourresponsibilitiesbypursuinganagreementwithRussiatoreduceourstrategicwarheadsandlaunchers.Andjustaswemeetourresponsibilities,somustothernations,includingIranandNorthKorea.
Earlierthisyear,weimposedtough,new,sanctionsonNorthKoreatostoptheireffortstodevelopweaponsofmassdestruction.AndwewillcontinuetostandwithouralliesandpartnerstopressNorthKoreatomoveinanewdirection.
Thisweek,wejoinedwiththeUnitedKingdomandFranceinpresentingevidencethatIranhasbeenbuildingasecretnuclearfacilitytoenrichuranium.Thisisaseriouschallengetotheglobalnonproliferationregime,andcontinuesadisturbingpatternofIranianevasion.ThatiswhyinternationalnegotiationswithIranscheduledforOctober1stnowtakeonaddedurgency.
Myofferofaserious,meaningfuldialoguetoresolvethisissueremainsopen.ButIranmustnowcooperatefullywiththeInternationalAtomicEnergyAgency,andtakeactiontodemonstrateitspeacefulintentions.
Onthis,theinternationalcommunityismoreunitedthaneverbefore.Yesterday,Istoodshoulder-to-shoulderwithourEuropeanalliesincondemningIran’sprogram.Inourmeetingsandpublicstatements,PresidentMedvedevofRussiaandIagreedthatIranmustpursueanewcourseorfaceconsequences.AllofthepermanentmembersoftheUnitedNationsSecurityCouncil,andGermany,havemadeitclearthatIranmustfulfillitsresponsibilities.
Iran’sleadersmustnowchoose–theycanliveuptotheirresponsibilitiesandachieveintegrationwiththecommunityofnations.Ortheywillfaceincreasedpressureandisolation,anddenyopportunitytotheirownpeople.
Thesearetheurgentthreatsofourtime.AndtheUnitedStatesiscommittedtoanewchapterofinternationalcooperationtomeetthem.Thisnewchapterwillnotbewritteninoneweekorevenoneyear.Butwehavebegun.AndfortheAmericanpeopleandthepeopleoftheworld,itwillmeangreatersecurityandprosperityforyearstocome.

WhenItookofficeeightmonthsago,ournationwasinthemidstofaneconomiccrisisunlikeanywe’dseeningenerations.WhileIwasconfidentthatoureconomywouldrecover,weknowthatemploymentisoftenthelastthingtocomebackafterarecession.Ourtaskistodoeverythingwepossiblycantoacceleratethatprocess.
Andwe’vecertainlymadeprogressonthisfrontsincetheperiodlastwinterwhenwewerelosinganaverageof700,000jobseachmonth.Butyesterday’sreportonSeptemberjoblosseswasasoberingreminderthatprogresscomesinfitsandstarts,andthatwewillneedtogrindoutthisrecoverystepbystep.
That’swhyI’mworkingcloselywithmyeconomicteamtoexploreadditionaloptionstopromotejobcreation.AndIwon’tletupuntilthosewhoseekjobscanfindthem;untilbusinessesthatseekcapitalandcreditcanthrive;anduntilallresponsiblehomeownerscanstayintheirhomes.
Itwon’tbeeasy.Itwillrequireustolayanewfoundationforoureconomy–onethatgivesourworkerstheskillsandeducationtheyneedtocompete;thatinvestsinrenewableenergyandthejobsofthefuture;andthatmakeshealthcareaffordableforfamiliesandbusinesses–particularlysmallbusinesses,manyofwhichhavebeenoverwhelmedbyrisinghealthcarecosts.
ThisissomethingIhearaboutfromentrepreneursImeet–peoplewho’vegotagoodidea,andtheexpertiseanddeterminationtobuilditintoathrivingbusiness.Butmanycan’ttakethatleapbecausetheycan’taffordtolosethehealthinsurancetheyhaveattheircurrentjob.
Ihearaboutitfromsmallbusinessownerswhowanttogrowtheircompaniesandhiremorepeople,buttheycan’t,becausetheycanbarelyaffordtoinsuretheemployeestheyhave.Onesmallbusinessownerwrotetomethathealthcarecostsare–andIquote–"stiflingmybusinessgrowth."Hesaidthatthemoneyhewantedtouseforresearchanddevelopment,andtoexpandhisoperations,hasinsteadbeen"thrownintothepocketofhealthcareinsurancecarriers."
Thesesmallbusinessesarethemomandpopstoresandrestaurants,beautyshopsandconstructioncompaniesthatsupportfamiliesandsustaincommunities.They’rethesmallstartupswithbigideas,hopingtobethenextGoogle,orApple,orHP.Altogether,theycreateroughlyhalfofallnewjobs.
Andrightnow,theyarepayingupto18percentmorefortheverysameinsuranceplansaslargerbusinessesbecausetheyhavehigheradministrativecostsandlessbargainingpower.Manyhavebeenforcedtocutbenefitsordropcoverage.Somehaveshedjobsorshuttheirdoorsentirely.Andrecentstudiesshowthatifwefailtoactnow,employerswillpaysixpercentmoretoinsuretheiremployeesnextyear–andmorethantwiceasmuchoverthenextdecade.
Risinghealthcarecostsareunderminingourbusinesses,explodingourdeficits,andcostingournationmorejobswitheachpassingmonth.
SoweknowthatreformingourhealthinsurancesystemwillbeacriticalstepinrebuildingoureconomysothatourentrepreneurscanpursuetheAmericanDreamagain,andoursmallbusinessescangrowandexpandandcreatenewjobsagain.
ThatispreciselywhatthereformlegislationbeforeCongressrightnowwilldo.Undertheseproposals,smallbusinesseswillbeabletopurchasehealthinsurancethroughaninsuranceexchange,amarketplacewheretheycancomparetheprice,qualityandservicesofawidevarietyofplans,manyofwhichwillprovidebettercoverageatlowercoststhantheplanstheyhavenow.
Smallbusinesseswon’tberequiredtocovertheiremployees,butmanythatdowillreceiveataxcredittohelpthempayforit.Ifasmallbusinesschoosesnottoprovidecoverage,itsemployeeswillreceivetaxcreditstohelpthempurchasehealthinsuranceontheirownthroughtheinsuranceexchange.
Andnomatterhowyougetyourinsurance,insurancecompanieswillnolongerbeallowedtodenyyourcoveragebecauseofapre-existingcondition.Theywon’tbeabletodropyourcoverageifyougettoosick,orloseyourjob,orchangejobs.Andwe’lllimittheamountyourinsurancecompanycanforceyoutopayoutofyourownpocket.
Bynow,theurgencyofthesereformsisabundantlyclear.Andafterlonghoursofthoughtfuldeliberationandtoughnegotiation,theSenateFinanceCommittee–thefinalcongressionalcommitteeinvolvedinshapinghealthcarelegislation–hasfinishedtheprocessofcraftingtheirreformproposal.
Aswemoveforwardinthecomingweeks,IunderstandthatmembersofCongressfrombothpartieswillwanttoengageinavigorousdebateandcontributetheirownideas.AndIwelcomethosecontributions.Iwelcomeanysincereattemptstoimprovelegislationbeforeitreachesmydesk.ButwhatIwillnot
