Introduction
ThisguideisintendedtohelpallmembersofthelanguageteachingprofessiontomakefulluseoftheCommonEuropeanFrameworkofReferenceforLanguageLearning,TeachingandAssessment(CEF).ItsupersedestheGeneralUserGuide(CC-LANG)andtheseriesoftenspecialisedguides(CC-LANG(96)9–18).Thefirstchapterisaddressedtoallusers.Subsequentchaptersarededicatedtothespecialconcernsofparticulartypesofusers.Chapter2isaddressedtothosemoredirectlyconcernedwiththeactualbusinessofclassroomlanguageteaching:
teachers,teachertrainersandperhapsthelearnersthemselves.Chapter3isaddressedtothosewhoworkatagreaterremovefromtheclassroom,butwhosedecisionspowerfullyaffectwhatgoesonthere:
educationalauthorities,administrators,organisers,andothersconcernedwithcurriculumdevelopmentandqualitycontrol.Chapter4offersguidancetoallthoseconcernedwiththedevelopmentoflanguageteachingtextbooksandothermaterialsofallkinds.Chapter5isaddressedtoadultlearners,whomaygaindirectaccesstoCEF.Schoollearnersaremostlikelytohavetheiraccessmediatedthroughteachers,andaretreatedinchapter2.
Manyusersmayfallintomorethanonecategory.Schoolinspectorsarecertainlyconcernedwithqualitycontrol.Theymayhaveotheradministrativefunctions,butarecloselyconcernedwithclassroommethodology.Practisingteachersareoftencalledontosupplementtextbookswithadditionalmaterialsandmaywellundertakeadministrativedutiesinvolvingcurricularcontrolandqualityassurance.Chapters2–5haveadualfunction.ThefirstistosuggestwaysinwhichusersmaymakeuseofCEFintheirspecialisedprofessionalwork.Thesecondistosupplementtheexistingframeworkinwayswhicharespecificallyrelevanttothespecialisationconcerned.

Introduction
TheintroductorypagestoCEFcontain,first,itscontentswithpagenumbersforreference.AprefatorynoteacknowledgesthecontributionsofindividualsandinstitutionstothedevelopmentofCEFoveraten-yearperiod.Threepagesofnotesfortheuserfollow,whichshouldbereadbeforetheFrameworkitself(orthisguide).Finally,asynopsisofthecontentsofthechaptersandappendicesgivesanindicationofwheretofindinformationofdifferentkinds,whichusersmaywishtoconsultwhilstfamiliarisingthemselveswiththelayoutofCEF.
Part1:
TheCEFinitspoliticalandeducationalcontext
Thisfirstchapterisalsointroductory,givingusersaclearideaoftheoverallcharacterandintentionsofCEFanditssettinginthecontextofCouncilofEuropepolicywithregardtomodernlanguages.
1.1 WhatistheCEF?
UsersareinvitedtoreadthisclearandconcisesummaryofthecontentandtheaimsoftheCEF.
TheCouncilofEurope
SinceusersofCEFmaynotpreviouslyhavehadcontactwiththeCouncil,theymayfinditusefultoknowsomethingofitsstructureandfunctions.
Foundedon5May1949,bytenfoundermemberstates,theCouncilofEuropeistheoldestEuropeaninternationalpoliticalorganisation.
AnyEuropeanstatecanbecomeamemberoftheCouncilofEuropeprovideditacceptstheprincipleoftheruleoflawandguaranteeseveryoneunderitsjurisdictiontheenjoymentofhumanrightsandfundamentalfreedoms.
AtpresenttheCouncilhasforty-threememberstates:
Armenia,Azerbaijan,Albania,Andorra,Austria,Belgium,Bulgaria,Croatia,Cyprus,CzechRepublic,Denmark,Estonia,Finland,France,Georgia,Germany,Greece,Hungary,Iceland,Ireland,Italy,Latvia,Liechtenstein,Lithuania,Luxembourg,Malta,Moldova,Netherlands,Norway,Poland,Portugal,Romania,RussianFederation,SanMarino,SlovakRepublic,Slovenia,Spain,Sweden,Switzerland,"theformerYugoslavRepublicofMacedonia",Turkey,UkraineandtheUnitedKingdom.
TheCouncilofEuropeisanintergovernmentalorganisationwhosemainaimsare:
·toprotecthumanrights,pluralistdemocracyandtheruleoflaw;
·topromoteawarenessofaEuropeanculturalidentityandencourageitsdevelopment;
·todevelopcommonresponsestoproblemsfacingEuropeansociety(minorities,xenophobia,environmentalprotection,bioethics,Aids,drugs,etc.);
·todevelopapoliticalpartnershipwithEurope’snewdemocracies;and
·toassistcentralandeasternEuropeancountrieswiththeirpolitical,legislativeandconstitutionalreforms.
TheCouncilofEuropecoversallmajorissuesfacingEuropeansocietywiththeexceptionofdefence.Itsworkprogrammeincludesthefollowingfieldsofactivity:
humanrights,media,legalco-operation,socialandeconomicquestions,health,education,culture,heritage,sport,youth,localandregionalgovernment,andenvironment.
TheCommitteeofMinistersisthedecision-makingbodyoftheCouncilofEurope,composedoftheMinistersforForeignAffairsofthememberstatesortheirPermanentRepresentatives.ThedeliberativebodyistheParliamentaryAssemblywhosemembersareappointedbynationalparliaments.
TheCongressofLocalandRegionalauthoritiesofEuropeisaconsultativebodyrepresentinglocalandregionalauthorities.Governments,nationalparliamentsandlocalandregionalauthoritiesarethusrepresentedseparately.
TheCouncilofEurope’sworkleadstoEuropeanconventionsandagreementsinthelightofwhichthememberstates’legislationissubsequentlyharmonisedandamended.Someconventionsandagreementsarealsoopenforadoptionbynon-memberstates.ThestudiescarriedoutandworkdoneinthevariousfieldsofactionaremadeavailabletothegovernmentstohelpthemworktogethertofostersocialprogressinEurope.
TheCouncilofEuropealsoadoptsPartialAgreements,aformof“variablegeometry”co-operation,whichallowsanumberofmemberStates,withtheconsentofothers,tocarryoutaspecificactivityofcommoninterest.
TheEuropeanConventiononCulturalCo-operationestablishestheframeworkfortheCouncilofEurope’sworkineducation,culture,heritage,sportandyouth,managedbytheCouncilforCulturalCo-operation.ItseducationalprogrammeissupervisedbytheCommitteeonEducationandincludestheModernLanguagesProjectsservicedbytheModernLanguagesDivisionofDirectorateGeneralIV:
Education,Culture,YouthandSport,Environment(DECS).Inadditiontotheforty-threememberstates,theConventionhasbeenadoptedbyfourfurtherstates:
Belarus,BosniaandHerzegovina,theHolySeeandMonaco.
