1.0Purpose.
ThisproceduredescribestoprovideasafeworkingofficeenvironmentatSinopecNanjingEngineering&constructionInc.(hereinaftercalledas“SNEI”)ConstructionSiteandProjectManagementTeamoffice.
2.0Scope.
ThisprocedureisappliedtoallofficesofSNEIincludeSubcontractortominimizeand/oreliminateofficehazards.
3.0Responsibilities.
3.1ProjectManager.
1)HasoverallresponsibilityforensuringOfficeSafetyontheProjectManagementTeam.
3.2ConstructionManager.
1)HasoverallresponsibilityforensuringOfficeSafetyattheConstructionSite.
3.3Project/SiteHSEManager.
1)ShallarrangeHSEeducationandtrainingcoursesfortheOfficeSafetyontheProject/Site.
2)AssisttheAdministrationManagerinHSEeducationandtraining
3)CarryoutregularHSEinspectionofofficeswiththeAdministrationManager.
3.4AdministrationManager.
1)EnsurethatallofficepersonnelareawareofthisprocedureandthatHSEtrainingisprovidedtoofficepersonnel.
2)CarryoutregularHSEinspectionsofofficeswiththeHSEManager.
4.0Definition.
4.1OfficeHazards.
Theofficeislikeanyotherworkenvironmentinthatitmaypresentpotentialhealthandsafetyhazards.Mostofthese,however,maybeminimizedoreliminatedbydesigningjobsandworkplacesproperly,andbytakingintoaccountdifferencesamongtasksandindividuals.
5.0Procedure.
5.1GeneralRequirementsforOfficeSafety.
5.1.1Generally,constructionsiteshavealwaysbeenregardedas“dangerous”whileofficeshavebeenthoughtofasbeingsafe.However,thereisagreatpotentialforaccidentsinofficesasthereareonconstructionsites,althoughtherisksmaybelessobvious.Slips,tripsandfallsarethemostcommoncauseofinjuryinoffices,thoseoccurringonthesamelevelbeingalmostasnumerousasthoseonstairs.
GeneralRequirementsforOfficeSafetyarethefollowings:
1)Officemustbekeptclean.
2)Theremustbeadequatefloorspaceforeveryperson.
3)Temperatureof16℃(60.8F)mustbeachievedafterthefirsthour.
4)Theremustbeanadequatesupplyoffreshorpurifiedair.
5)Suitableandsufficientsanitaryconveniences.
6)Suitableandsufficientwashingfacilities.
7)Drinkingwatertobeprovided.
8)Theprovisionforhanginganddryingoutdoorsclothes.
9)Suitableseatingfacilitiestobeprovided.
10)Floor,passagesandstairstobekeptingoodorderandstairstobeprovidedwithsuitablehandrails.
11)Personsusingdisplayscreenequipmenttobetrainedincorrectergonomics(space,lighting,reflection,seating,etc.)
12)Dangerouspartsofofficemachinerytobeproperlyguarded(e.g.guillotines).
13)Youngpeople(under18)mustnotbeallowedtocleanmachinery.
14)Anyoneworkingonamachinethatmaybedangerousmustbetrained.
15)Nooneshouldliftanyweightthatcouldcauseinjury.Ifindoubt,askforassistance(RefertotheSNEIProcedure“ManualHandling”P-HSE-40).
5.2OfficeHazardsandPrecautions.
5.2.1Thefollowingsectionslistvariousaspectsofofficeworkandactivitieswhereaccidentsareknowntohavehappenedandoffersuggestionsofprudentprecautionstopreventrecurrence.
5.2.2Staffshouldbetrainedin:
1)Localsafetyrules.
2)Proceduresincaseoffireoraccident.(RefertotheSNEIProcedure“AccidentsandIncidentsReportingandInvestigation”P-HSE-12).
3)Evacuationprocedure.(RefertotheSNEIProcedure“EmergencyEvacuationProcedure”P-HSE-09).
4)Firstaidarrangements.
5)Whofaultsshouldbereportedto.
5.3OfficeEquipment.
Officeandworkstationlayoutshouldbeestablishedbyfollowingtheseguidelinesforefficiency,convenience,andsafetylistedbelow:
5.3.1OfficeMachines.
1)Machinesshouldnotbeplacedneartheedgesoftablesordesks.
2)Machinesthatcreepprvibrateduringoperationshouldbesecureinamannertopreventmovement.
5.3.2Desks.
1)Shouldbestableandingoodrepair.
2)Positionedinanorderlyfashionwithgoodgangways.
3)Kepttidy.
4)Surfaceclearedeachnight.
5)Anysplintersinwoodendesksremovedimmediately.
6)Drawersarekeptshutandnotleftopen.
7)Whensittingatdesk,legsarekeptwithintheareaofthedeskandnotprojectingintogangway.
8)Foodmustnotbeleftindeskdrawers.
5.3.3FilingCabinets
1)Positionedwithplentyofroomtoopendrawers.
2)Caremustalwaysbetakennottooverloadtopdrawers.
3)Bottomdrawersfilledfirst.
4)Notmorethanonedraweropenatatime.
5)Neveropenadrawerabovesomeoneworkingatalowerdrawer.
6)Filesandpapersshouldnotbestoredonthetopofcabinets.
7)Drawersshouldbeshutafteruseandnotleftopen.
8)Beforetryingtomovecabinets,emptyorremovedrawers.
9)Bewareofsharpedgesonthecabinetframeanddrawers.
10)Weightcapacitiesfortrailerfloorsmustbereviewedastofloorloading,i.e.,fireproofcabinets.
5.3.4Floor.
1)Allfloorfinishesand/orcarpetsshouldbeselectedforanti-slipqualities.
2)Defectivetileorcarpetshouldberepairimmediately.
5.3.5Passageway/Aisles.
1)Aminimumwidthof1.2metersshouldbeestablishedforaisles.
2)Obstructionssuchaswastebaskets,telephoneandelectricaloutlets,lowtable,andofficeequipmentmustbekeptwheretheydonotpresenttrippinghazards.
3)Stairwaysshouldbeprotectedwithanti-slipmaterial.
5.3.6ElectricalEquipment.
Electricallyoperatedmachinesandelectricaloutletsmustbearrangedsothatpowercordsdonotpresenttrippinghazards.
1)Wiresandleads,includingtelephonecableshouldbe:
1Ingoodconditionandnotdamaged.
2Properlyconnectedtothemachine.
3Securelyattachedtotheplug.
4Plugshouldhavecorrectfusefitted.
5Abletocarryfullcurrent.
6Notallowedtotrailacrossgangwaysorcorridors.
7Whenlaidacrossfloors,containedinproperprotectivestrips.
8Ifpossibleleadsshouldbecarriedacrossceilinganddroppeddownwhererequired.
2)Ifmorethanoneapplianceissuppliedfromapowerpoint,properfusedmulti-waysocketblocksshouldbeused.
3)Electricfansshouldhaverubberbladesorbeguarded.
4)Donotplacevasesofflowersorcupsofteaorstoreliquidsaboveelectricalequipment.
5)Ifelectricalequipmentisfaulty:
1Switchoff.
2Removeplugfrompowerpoint.
3Callelectricianorservicemantorepair(RefertotheSNEIProcedure“TemporaryElectricity”P-HSE-50).
5.3.7WastepaperBaskets.
1)Preferablyofmetalconstruction.
2)Neverusedasashtrays.
3)Keptoutofgangways.
4)Neverputrazorbladesorbrokenglassinwastepaperbaskets.
5.4Behavior.
1)NeverrushandLookwhereyouaregoing.
2)Usewindowsinswingdoorstocheckthereisnooneontheotherside.
3)Smokeonlyintheauthorizedplaces.
4)Donotindulgeinhorseplayorpracticaljoking,itcanresultinyourtermination.
5)Donotmisuseofficeequipment.
5.5LiftingandCarrying(RefertotheSNEIProcedure“ManualHandling”P-HSE-40).
1)Usetrolleyorsackbarrowwhereverpossible.
2)Getassistanceifloadtooheavy.
3)Liftcomputersfromtherear,i.e.withtheheavypartclosetothebody.

1)Allemployeesinthebuildingsmustbetrainedinfireevacuationprocedure,everysixmonthsholdafiredrill.
2)Testthefirealarmeveryweek.
3)Keeprecordsofweeklyfirealarmtestandsixmonthlyfiredrills.
4)Keepfireescaperoutesanddoorsclear.
5)Donotjamfiredoors.
6)Getfire-fightingappliancesservicedregularly.
7)Carryoutspotchecksonfirefightingappliancestoensuretheyworkproperly.
