Inrecentyears,however,societyhascometounderstandthelimitationsofschoolsthatmerelysortand rankstudents.Wehavediscoveredthatstudentsinthebottomone-thirdtoone-halfoftherankorder—plus allwhodropoutbeforebeingranked--failtodevelopthefoundationalreading,writing,andmathematical proficienciesneededtosurvivein,letalonecontributeto,anincreasinglytechnicallycomplexandethnically diverseculture.Sotoday,inaskingschoolstoleavenochildbehind,societyisaskingthateducatorsraiseup thebottomoftherank-orderdistributiontoaspecifiedlevelofcompetence.Wecallthoseexpectationsour"academicachievementstandards".Everystatehasthem,and,asamatterofpublicpolicy,schoolsaretobe heldaccountableformakingsurethatallstudentsmeetthem.
Tobeclear,themissionofsortinghasnotbeeneliminatedfromtheschoolingprocess.Fortheforesee-ablefuture,studentswillstillberankedattheendofhighschool.However,societynowdictatesthatsucha celebrationofdifferencesinamountlearnedmuststartatacertainminimumlevelofachievementforall.
