AGuideforMultimodalMobilityAnalysisVolume1/ConceptsForewordVersion7.0PageV1-iFOREWORDForover70years,theHighwayCapacityManual(HCM)haspresentedtoolsforquicklyevaluatingandcomparingtheoperationaleffectsofalternativedesignscenarios,allowinganalyststoscreenavarietyofapproachesandselectareasonablenumberbeforeconsideringmorecostlymeasures.TheHCMhasevolvedsignificantlysincetheinaugural1950HCM,witheacheditionaddressingthecontemporaryneedsoftransportationprofessionalsandsociety.Thisevolutionwasreflectedinthe6thEdition,publishedin2016,whichaddedasubtitle:
AGuideforMultimodalMobilityAnalysis.ThisunderscoredtheHCMsfocusonevaluatingtheoperationalperformanceofseveralmodes,includingpedestriansandbicycles,andtheirinteractions.Likethe6thEdition,this7thEditionhasnoyearattachedandeachchapterindicatesaversionnumber,toallowforupdates.AswithpreviouseditionsoftheHCM,thiseditionregistersanumberoffirsts(whichareidentifiedinChapter1)whilecontinuingtobuildonthesignificantcontributionsofmanydedicatedexpertsinthefield.1NewmaterialsintheHCM7thEditioninclude:
GuidanceonapplicationofHCMmethodstodeterminecapacityimpactsofconnectedandautomatedvehicles(CAVs).Anewnetworkanalysismethodtoevaluatespillbackbetweenfreewaysandurbanstreets,estimatetraveltimeacrossfacilities,andconductlane-by-laneanalysisforfreeways.Anewtwo-lanehighwaysanalysismethodthatoffersanimprovedanalysisoftwo-lanehighwaycapacityandoperationalperformance.Enhancementstoexistingpedestriananalysismethodsatsignalizedintersectionsanduncontrolledcrossings.TheHCM7thEditionbreaksnewgroundinthatitisthefirsteditionoftheHCMthatwillbeavailablenotonlyinbound,printedformat,butalsointwoelectronicformats(PDFande-book)thatarehyperlinked,searchable,andmaketheHCMtruly“portable.”TheelectronicversionalsowillmakealloftheVolume4contentreadilyaccessibleforofflineuse.ThefirstHCMwaspublishedin1950asajointventureoftheHighwayResearchBoardsCommitteeonHighwayCapacityandtheBureauofPublicRoads.O.K.Normann,committeechair,andWilliamWalker,committeesecretary,ledthateffort.Themanualwasthefirstinternationaldocumentonthebroadsubjectofcapacityandprovideddefinitionsofkeyterms,acompilationofmaximumobservedflows,andtheinitialfundamentalsofcapacity.Thesecondeditionwaspublishedin1965bytheHighwayResearchBoardandauthoredbytheCommitteeonHighwayCapacity.O.K.Normannledmuchofthiseffortuntilhisuntimelydeathin1964.CarlC.Saalcontinuedtheworkas1ThanksareextendedtoAdolfD.MayforthisshorthistoryoftheHighwayCapacityManual,whichwasfirstprovidedinhisForewordtothe1994edition.HighwayCapacityManual:
AGuideforMultimodalMobilityAnalysisForewordVolume1/ConceptsPageV1-iiVersion7.0thenewcommitteechairwithArthurA.Carter,Jr.,assecretary.TheBureauofPublicRoadswasagainasignificantcontributortotheproject.The1965manualwasasignificantextensionofthe1950editionandintroducedtheconceptoflevelofservice.Thethirdeditionofthemanualwaspublishedin1985bytheTransportationResearchBoard(TRB)andauthoredbytheCommitteeonHighwayCapacityandQualityofService,chairedbyCarltonC.Robinson,withCharlesW.Daleassecretary.CreditisalsoduetoRobertC.BlumenthalandJamesH.Kell,whoservedascommitteechairsbetweenthepublicationofthe1965and1985editions.The1985editionextendedcapacityanalysistoadditionalfacilitytypes,incorporateddriverperceptionsintolevelofservice,andwasthefirsttohavetheanalysisproceduresimplementedincomputersoftware.Anupdatetothethirdeditionofthemanualwaspublishedin1994withAdolfD.MayaschairofthecommitteeandWayneK.Kittelsonassecretary.The1994editionofthemanualisnotedfornewproceduresfortheanalysisoffreewayrampjunctions,all-wayandtwo-waySTOP-controlledintersections,andtwo-laneruralhighways.Thefourtheditionofthemanualwaspublishedin2000withJohnD.ZegeeraschairofthecommitteeandRichardG.Dowlingassecretary.Thatmanualwasthefirsttotestnovelelectronicformatsforthemanualusinghyperlinkedtextandnarratedself-guidedtutorialsforsomeoftheexampleproblems.Thefiftheditionwaspublishedin2010withRichardG.DowlingaschairandLilyElefteriadouassecretary.ItwasthefirsteditiontoincludeamultimodalanalysisframeworkandthefirsttodiscusstheproperapplicationofsimulationalongwiththeHCMmethods.Inaddition,itwasthefirsttoinvolvearangeofvolunteersfromoutsidetheCommitteeonHighwayCapacityandQualityofService(HCQS),includingrepresentativesfromotherTRBcommittees,aswellastransportationprofessionalsaffiliatedwiththeInstituteofTransportationEngineers(ITE).Developmentofthesixtheditionbeganinlate2013underthedirectionofLilyElefteriadouaschairandTomCreaseyassecretary.ItwasfundedthroughNCHRPProject03-115,withKittelson&Associatesastheprimarycontractor,andwasmonitoredbyapanelchairedbyRobertBryson,withRayDerrasSeniorProgramOfficer.Thesixtheditionwaspublishedin2016withTomCreaseyaschairandJaniceDanielassecretary.Itincludedanalysismethodologiesforevaluatingtraveltimereliability;toolsforanalyzingtheoperationaleffectsofactivetrafficanddemandmanagement;enhancedmethodsforanalyzingpedestrian,bicycle,andtransitfacilities,aswellastheirinteractionswithmotorvehicles;newtoolsfortheanalysisofalternativeinterchangesandintersections;andguidanceontheuseofsimulationandothertoolsinconjunctionwithHCManalyses.Workonthisseventheditionbeganshortlyafterpublicationofthe6thEdition,withvariousnationalresearcheffortsgeneratingmaterialsforthenewmethodsdescribedabove,andwiththeHCQScommitteeworkingonerrataandclarificationstoprior
